**POST ** Deputy Chief Executive Officer

**SALARY **Points 52-54 (£49,494 - £52,700) per annum

**HOURS **35 hours per week

**REPORTS TO** Chief Executive Officer

**Main purpose**

The Deputy Chief Executive role will work primarily with the charities Chief Executive Officer (CEO) and the Board of Trustees to deliver the Business Strategy. The DCEO will be accountable for the operational delivery of all direct support services through the Head of Operations and will report to the CEO and the Board on all matters concerning Safeguarding, Health & Safety, Learning & Development, Quality & Practice Development and Fundraising in addition to direct line management responsibility. They will be a natural leader and reflect the organisations value’s, mission and vision and in conjunction with the CEO ensure the ongoing sustainability, growth and success of the charity.

**Key tasks**

**Strategy, Planning and Control**
- To develop the organisation’s strategic business plan in conjunction with the CEO and the Senior Leadership team (SLT) reflecting the organisation’s values, mission and vision, considering external factors affecting the work of the sector and in conjunction with key stakeholders.
- To ensure that all accountable services are methodically planned, delivered and reviewed, working internally and externally to strategically respond to changing need.
- To lead on the delivery of good quality support services consistent with the model of multi-disciplinary working and professional partnerships as reflected within wider organisational Strategies.
- To ensure that the organisation remains competitive in the marketplace through:

- effective benchmarking arrangements
- ongoing cost benefit analysis of services being delivered
- having an understanding of the funding available to individuals
- To ensure that the needs, wellbeing and safeguarding of users of the Organisation’s services are at the core of the way the Organisation delivers its services
- To manage the Head of Operations and ensure that they are fulfilling their requirements in relation to ensuring that organisation services are fully compliant with all governance, professional, regulatory and, where appropriate, statutory standards and in line with risk management strategies.
- To develop a culture of continuous improvement throughout all aspects of the organisation’s work

**Financial Management**
- In conjunction with the CEO/Head of Finance/Financial controller to be accountable for the development of the overall annual budget for the organisation and to ensure that the Head of Operations and agreed budget holders are clear on their responsibilities for delivering their agreed budgets.
- To report into the Senior Leadership Team and with the Head of Finance/Financial Controller to report into the Board of Trustees on operational budget performance.
- To be accountable for the organisational Fundraising programme including the delivery of our Corporate Fundraising Strategy, Community Fundraising and to ensure that a sustainable income from individual, corporate, legacy and trust donations are all managed within the organisation’s financial targets
- To work in conjunction with the CEO in relation to the risk management of the organisation and to ensure that the risk management strategy and the risk register agreed is in place, reviewed and implemented.

**Robust Governance**
- To work with the CEO in developing effective working relationships with the Board of Trustees and to ensure that systems, processes and structures are in place and are reviewed to enable the Board to fulfil their statutory and Governance obligations.
- To report into the Board of Trustees on all accountable responsibilities on a regular basis and as defined by the Board.
- With the CEO to ensure that the organisation fulfils its legal, statutory and regulatory requirements and operates within approved frameworks, requirements and guidelines**.**:

- To hold the position of Nominated Person in respect of CQC and in doing so to ensure that all regulated services are at least rated as “Good” with aspiration to achieve 'Outstanding’.

**Leadership**
- To support the CEO in taking responsibility for the effective delivery of all functions within the strategic and accountability frameworks established by the Board of Trustees.
- To lead for the organisation on all operational service delivery, through the Head of Operations, reporting internally and externally as required.
- To lead and manage the Head of Operations in developing a culture and role modelling the organisation’s values, motivating staff to enable them to provide a good quality service to service users and their carers whilst respecting each other in all that they do.
