What you will be doing:
You will be reporting directly to the Director Finance (Submarines), is responsible for the day-to-day management of the Government Finance Centre of Expertise (GF CoE).
- Ensure that the risks associated with changes in the commercial landscape of the Defence Sector and the legislative environment in which we operate are understood, risks are identified, and mitigation plans (including the delivery of compliance reviews) are effectively executed.
- Deliver regulatory reports to the Single Source Regulations Office (SSRO) in line with legal timelines and quality metrics.
- Prepare and engage with appropriate stakeholders on SSRO consultation exercises to changes in statutory guidance and legislation.
- Produce labour and overhead recovery rates calculations to support the recovery of allowable costs and provide information to support / address challenges to these rates from the Customer audit body in support of those calculations. This involves extensive networking across the wider Rolls-Royce Business to understand the cost base and judge the amount that could be attributable to Defence contracts and substantiate that judgement.
- Provide advice and guidance to the Business Units across Defence and the wider Rolls-Royce on any changes to the regulatory and statutory requirements - this may be in terms of process updates, awareness raising, training events, updates to the communications tools. etc.
- Manage stakeholder relationships with internal and external scrutiny bodies, including, for example: SSRO, Industry Groups and the MOD Customer; internal Programme and Functional Leads; Rolls-Royce Tax; GBS etc.
