The post holder's main role will be as Trust Data Protection Officer (DPO) as defined under the EU General Data Protection Regulation (GDPR) 2016 and the Data Protection Act 2018, The Regulation specifies the minimum duties or "tasks" to be performed by the DPO (Article 39):

  • to inform and advise the Trust data controller, and their employees, of their obligations under the Regulation and the UK Data Protection Act 2018 and all other applicable laws an to monitor compliance with the Regulation and other applicable laws and regulations and with the relevant policies of the Trust data controller, this includes assignment of responsibilities, awareness and training
  • to advise on the data protection impact assessment (DPIA) and monitor its performance, if requested, and to liaise with the Information Commissioner's Office as required (Article 39(1)(a)-(e)

The post holder will also manage the existing and developing information governance requirements coupled with best practice, guidance, support and implementation for such individual initiatives as Information Security, Freedom of Information, Records Management, Caldicott, Data Protection, Confidentiality and Information Quality, with the aim of ensuring a consistent approach to Information Governance, the Caldicott Function and Information Security throughout the Trust.

Main duties of the job
  • Serve as the Data Protection Officer (DPO) and subject matter expert, advising senior management, monitoring compliance, and handling complex information sharing issues
  • Lead continuous improvement programs for Information Governance, including the Data Security & Protection Toolkit (DSPT), and support the Caldicott Function, SIRO, and Information Asset Owners
  • Develop, implement, and review data protection policies, procedures, and training in line with GDPR requirements
  • Ensure transparency and confidentiality obligations are balanced, manage subject access requests, and investigate data protection breaches
  • Complete the annual DSPT assessment, ensure Data Protection Impact Assessments are conducted, and oversee compliant data sharing agreements and research project reviews from an IG perspective

Person Specification Education, Training and Qualifications
  • Degree in Information Management or related subject, or equivalent experience in Information Governance
  • A record of continuous professional development in information governance and data management, with the ability to demonstrate in depth knowledge of Data protection Act 2018 and Information Governance within the Healthcare provision in the UK
Experience & Knowledge
  • Experience in information governance leadership roles within large and complex organisations
  • Experience of leading change that affects a significant part of the Trust
  • Knowledge and experience of using Data Quality tools especially those related to IG
  • Knowledge of developing DPIA's and of managing Information Asset registers and Records of Processing Activities
  • Experience of developing and reviewing agreements with third parties and partners, such as Data Controller-Processor and Information Sharing Agreements
