**Purpose of the role**

The Head of REF Policy will play a leading role in the development and implementation of REF 2028 guidance and criteria. Building on the work of the Future Research Assessment Programme (FRAP) and working with colleagues across Research England and the other funding bodies, the post-holder will develop the detailed policy for REF 2028. You will lead the REF policy team within Research England that will develop the REF 2028 guidance and deliver the assessment. You will deputise for the REF Director as required, liaising with stakeholders across the HE sector and representing the assessment at conferences and other national fora.

**Job description**:
**Reporting lines**
- Line managed by: REF Director
- Line manager to: Senior Policy Advisor (REF policy) and Policy Advisor (REF policy).

**Responsibilities**
- Develop the detailed guidance for REF 2028, leading on key policy areas, including the development and implementation of research culture indicators and REF 2028 open access requirements
- Overseeing policy liaison with the expert and advisory panels
- Make a major contribution to effective relations with HE institutions and with the REF expert panels
- Providing authoritative advice and guidance on the REF to a range of audiences
- Represent the REF team, giving presentations and leading discussions at external meetings
- Maintain a comprehensive and accurate knowledge of the REF guidelines, criteria and procedures
- Prepare guidance, reports and other documents for a range of internal and external audiences
- Support the sharing of information and development of knowledge across the team
- Oversee recruitment, training and guidance for the REF panel secretariat
- Directing and co-ordinating the work of internal project groups
- Manage and support the development of policy team members
- Deputise for the REF Director as required

**Other key information**
- Research England is based in Bristol, co-located with the Office for Students. UK Research and Innovation’s head office is in Swindon, with a further administrative office in London. The post-holder will be required to attend meetings in London and Swindon.
- The post requires some travel within the UK. The post-holder will be required to attend meetings of assessment and advisory panels which take place throughout the UK. Meetings of the REF Steering Group rotate between locations in England, Northern Ireland, Scotland and Wales.

- Demonstrable experience and understanding of policy relating to research culture and careers
- Strategic thinking skills and a broad-based view of issues, events and activities and a perception of their impact or wider implications
- Ability to draw together and present reasonable conclusions from a wide range of incomplete and complex evidence and data
- Ability to communicate complex policy issues to wide-ranging audiences
- Ability to establish influential, strategic relationships and networks with a wide range of stakeholders at a senior level
- Ability to write in a clear and concise manner, using appropriate grammar, style and language, which is tailored for the reader. Writing will be strong, persuasive, and effective
- Proven ability to work with a high degree of autonomy, think strategically, prioritise effectively and to balance a demanding and varied workload
- Track record of leadership and team management, or a proven ability to motivate, empower and inspire others to work effectively to deliver personal and team objectives
