**GENERAL FUNCTION**:

The Impact & Evaluation Officer for the Earth Journalism Network (EJN) will manage and continually improve and systematize monitoring and evaluation (M&E) systems for EJN global projects. They will work collaboratively with country staff and Internews HQ teams to develop effective monitoring methodologies and tracking systems, ensure consistent and accurate data collection, and support effective analysis of and reporting on the overall impact and results of EJN global projects. The Impact and Evaluation Officer will be responsible for recording “impact stories” across the EJN portfolio, using Outcome Harvesting methodology to research and verify reported outcomes from our partners. They will also work with project staff to develop and improve their monitoring and evaluation capacities and ensure that organizational and project-level targets are met, with special attention to those related to gender equity and inclusiveness of marginalized populations.

**ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, with other duties upon request**:

- Lead in the planning and implementation of monitoring and evaluation activities for EJN Global projects and make sure they are designed in a methodologically sound and feasible way, accurately implemented, and that the results are analyzed and reported appropriately.
- Organize and participate in the collection, reporting and writing of impact stories and similar case studies showing the impacts that EJN has had on public policies, regulations and debate.
- Coordinate the quarterly collection of indicators from project teams for both EJN and Internews monitoring and evaluation efforts, including use and management of program data in Program Source database.
- Manage procurement of companies/consultants that will design and implement targeted research on EJN programme impact, as and when these arise.
- Ensure that data is synthesized and updated for inclusion in reports to donors and Internews global monitoring and evaluation efforts.
- Advise on the design and development of resources and tools to evaluate and track project indicators, such as pre
- and post-test surveys, focus group questionnaires, uniform qualitative data collection, internal tracking systems, impact stories, etc., including in proposals to potential donors.
- Support the development and roll out of a programme-wide Theory of Change and corresponding indicators and measurement methods.
- Oversee the logging of reported impacts from EJN grantees and staff and be responsible for researching and verifying these impacts using Outcome Harvesting methodology.
- Other duties as assigned by EJN management, potentially including involvement in research projects, communication and grant management tasks.

- At least 5 years’ experience in monitoring and evaluation of international programmes, preferably with experience in the media development sector.
- Excellent written and fluent spoken English, other languages a plus.
- Strong qualitative and quantitative research skills, and experience with designing and managing mixed methods research including the design of logframes, indicators and appropriate data collection methods.
- Knowledge of or aptitude for grasping common organisational methods such as social network analysis, Outcome Harvesting, organisational capacity assessments and digital analytics.
- Experience of delivering research training and building research capacity of EJN staff and grantees, both in-person and remotely.
- Ability to communicate technical concepts to colleagues.
- Strong presentation skills and experience with adapting oral and written research outputs to present in non-technical language to diverse audiences at different levels of the organisation, including colleagues, non-researchers, academics and donors.
