Develop clinical point of view for the programme to drive excellent clinical & operational outcomes & enable designs to maximise benefit from established healthcare transformational assumptions. To provide a clinical safety focus, patient and staff experience focus & clinical productivity throughout the life of the programme

Be an active participant in the NHP Board, playing a key role as a clinical leader in the Programme &as part of the Work-stream’s senior management team

To assist the Clinical Director (CD), Deputy Clinical Director(DCD) and SRO on all clinical matters related to the programme and deputise for the Clinical Director or Deputy where required

Develop relationships with key leaders (Chief Nurses and Medical Directors as a minimum) within the hospitals that are part of the programme & ensure this clinical voice is current and heard throughout the NHP

Work as part of the Clinical Senior Leadership team (CD, DCD and Assistant Clinical Director/s) to develop an ongoing program of work to address the patient safety, patient & professional experience & operational elements of the program, this will include aspects such as developing a tool kit for CQC registration

Working with the wider team to create evidence-based design of new hospitals. Work with the Clinical workstream members to set about answering any areas that are not understood with research learning from the continuous work of the program capturing the voice of the Patient, Public and professional groups

Assist the Clinical Director in the design and build of a robust clinical review for the elements above which will include(not exhaustive list)
- Clinical output specifications
- Assurance of Clinical Business cases
- Review of clinical strategies
- Clinical benefits review framework
- Ongoing evaluation of physical/clinical/operational/equipment strengths & weaknesses of designs

Assist the CD in the design & build of a team of experts, which has flexibility & relevance for the life of the NHP

Lead the elements of the clinical workstream team to develop a substantial contribution to the New Hospital Manual with the responsibility for the following:

- Patient safety(including medicines safety, infection prevention and control and emergency planning)
- Patient Experience
- Hospitals that consider equality & inclusivity in their design
- Optimised clinical adjacencies and optimised clinical flow
- Optimises clinical productivities and efficiencies for the hospital and the system
- Has a level of resilience and considers business continuity that reflects the systems needs
- Technological solutions that will optimise the above
- Planning for Hospital move & safe cutover of services
- A hospital that is prepared for internal and external emergencies

**With the CD and DCD develop**:

- Learning culture in the team to enable iterative plan development to enhance the patient environment in the NHP
- Clinical best practice network of recent new builds and hospitals that are on the program to share, learn and improve

The New Hospital Programme (NHP) is in the Government’s Major

by the Infrastructure and Projects Authority (IPA). Acting upon IPA

recommendations, the Department of Health and Social Care and NHS

England and NHS Improvement (NHSE/I) are establishing a programme

approach and mobilising a joint programme level delivery capability, to:

- Effectively manage the schedule of hospital builds within market and resource constraints, to time, quality and cost;
- Engage with supply chain partners over the long term and incentivise those partners against delivery of outcomes across the whole programme.

To successfully deliver these projects, the Programme will need to tackle

not just estate and building issues, but will also need to work across the

NHS to understand and develop new sustainability standards, evolve

digital technologies, support new care and workforce models, develop

healthcare planning capabilities and support developing regional and

system wide approaches to location-based healthcare.
