**Pay rate: Up to £37.36 per hour PAYE depending on experience**

**Hours per week: 37 Monday - Friday, normal working hours**

**This opening assignment is for 4 months**

**City: GOSPORT, Hampshire**

**Full UK driving licence and vehicle**

To manage, develop and lead the Streetscene Service in accordance with the Council's policies and assist in delivering the objectives of the Council's corporate plan. Responsible for the Council’s Streetscene functions including: Waste and Recycling Services; Street Cleansing Services; Public Conveniences; Slipways; Grounds Maintenance; Countryside; Allotments; Tree Maintenance; Cemetery Maintenance; Enforcement; Streetscene Administration; Corporate Fleet Management; Gosport Leisure Centre; Out of Hours Service and Radio Communications.

Key responsibilities:

- Lead and manage the Streetscene Section in accordance with approved policy and performance criteria and be responsible for resource allocation.
- Ensure Streetscene meets all current legislative, regulatory, professional and quality standards.
- Provide effective, timely and well-judged strategic advice and guidance to Elected Members acting as lead adviser to the Council and Chief Executive on Streetscene service related issues.
- Deliver performance improvements by driving modernisation and managing change within the service.
- Develop and implement robust performance management systems and continuously review all activities within the Streetscene services operation and effectively work across all partnerships.
- Manage the provision of the Council's statutory responsibilities to protect people's health and wellbeing by the provision of an effective Streetscene service. Ensure that all statutory obligations are met and complied with.
- Lead and direct the strategic delivery for the Streetscene ensuring service plans and priorities are in line with the overall Council's corporate objectives and contribute to the delivery of the Council's vision, goals and core values.
- Actively review all services within the Streetscene ensuring the most effective and efficient delivery methods are employed.
- Accountable for the budget allocated to the Streetscene, ensuring the Council receives value for money from its expenditure. Ensure effective financial management and risk assessment across Streetscene.
- Effectively manage the following Council external contracts: Grounds Maintenance; Refuse Collection; Other Cleansing Services; Abandoned Vehicles; Gosport Leisure Centre. To re-tender contracts as required including preparation of contract documentation, evaluation of tenders and vetting of contractors in accordance with the relevant legislation and standing orders.

**Qualifications**:

- Professional Qualification in one of the disciplines covered by the service.
- Diploma in Management Studies (OMS).
- Full, current driving licence with vehicle available.

**Experience**:

- Considerable experience working in a local government at a senior level.
- Experience in leading negotiations with contractors and relevant stakeholders.
- Experience of project management and delivery of major, complex development projects.
- Experience of producing, implementing and monitoring the outcomes of strategy and related documents.
- Experience in dealing with planning appeals.
- Management experience and experience of working with Elected Members.
- Experience of use of and analysis of statistics and of budget management.

**Knowledge**:

- Understanding and knowledge of the challenges facing Local Authorities.
- Good understanding of relevant legislation and current issues within the context of local government and the regulatory and political framework within which it operates and the ability to relate this to the challenges facing the council.
- Knowledge of how to develop, monitor and evaluate strategies and deliver complex projects
- Understanding of political processes within Local Government and experience of working with elected Members
