Job Introduction
The flood risk team at Staffordshire County Council are currently recruiting to 4 permanent full-time posts and this is one of them.

Making Staffordshire more sustainable and encouraging good health and wellbeing, resilience and independence are priorities for the County Council. We are setting up a new Community Flood Engagement Team and this team will help in making these priorities reality. This team will sit within the Flood Risk Management Team. They largely carry out the powers and duties of the Lead Local Flood Authority function as described in the Flood and Water Management Act (2010) in addition to managing a large portfolio of flood alleviation schemes. The Flood Risk Management Team also provide a similar service to Black Country Authorities and comes under the wider remit of Highways and the Built County.

You will lead a project and a small team on community engagement and innovation. We have been awarded funding for the project under Defra/Environment Agency's Flood & Coastal Resilience Innovation Programme. The project is called the FAIR Project (FAIR standing for flood aware, informed, resilient) and covers the Staffordshire and Black Country Authorities' area. We need an effective project manager to ensure the aims and objectives of the project are met. This includes project managing certain aspects of the project which have already been outlined, and which will be undertaken by external consultants. For example a communications system for people at risk of flooding, surface water forecasting and warning, a "one-stop shop" website for flooding, and artificial intelligence linked to trash screen.

In addition, you will manage a small team consisting of officers, flood charity staff, and active academic researchers and will report to to overlying governance structures. The role will be supported by the Flood Risk Manager.

Main Responsibilities
- Effectively manage a small team of officers, flood charity staff, and occasionally postgraduate students
- Project managing flood risk projects to ensure objectives are met. This includes overseeing work undertaken by consultants on a new communications system for flooding, a "one-stop-shop" website for flooding, surface water forecasting and warnings, and artificial intelligence linked to trash screens.
- Working with others, including other internal teams, communities, other risk management authorities, Councillors, Black Country Authorities, and project partners.
- Helping to nurture a culture of effective community engagement and innovation into the team with the aid of the Flood Risk Manager

What you need to bring to this role:

- Engineer or equivalent qualifications in a Civil Engineering, Construction or a Flood Risk Management related topic
- Post qualification experience in flood risk management/environmental profession and/or community engagement/liaison
- Effective project management
- Knowledge and understanding of the administrative, statutory and legal procedures of flood risk management including the responsibilities of risk management authorities
- Ability to manage a small team
- Experience in using ICT (e.g. GIS)
- Working knowledge of policies & design standards in relation to flood risk management
- Working knowledge of innovation and/or community engagement
