**This opening assignment is for 1 month** You will deliver a customer focused and efficient service, contributing to the Directorate objectives of securing best value support services through the effective management of a portfolio of low risk/low value contracts/services, and identifying placement options for the children and young people we care for. Contributing to the management of a portfolio of contracts and placements, you will initiate, establish, quality assure, monitor and review services and placements with external providers. Working with a range of other services, you will make a real difference to the lives of children and young people we care for by seeking the best available placements and support services Key responsibilities:

- Contribute to the analysis of statistical information and assist in the development of commissioning activities including the production of contract documents for low risk/low value contracts, including tenders, to ensure terms and conditions of contracts cover all necessary aspects, and reflect the services required. This could be for new service development and changing existing services.
- Create and maintain effective working relationships with internal colleagues, a range of other professionals and external partners/organisations (e.g., Independent Fostering and Residential Services), to seek the best outcomes for the children and young people (0-24) that we care for and care leavers. Work on a referral caseload of children and young people aged 0 to 24 years of age under the supervision of team managers, gathering information from social work teams and current providers and other agencies to match and meet their accommodation and care/support needs.
- Carry out quality assurance visits in provider settings to monitor and review the effectiveness of their services to ensure contract compliance and to advise and assist providers to ensure they can meet the requirements of their contract. This may also involve seeking feedback from children and young people and relevant professionals.
- Monitor low value contracts and individual placements to ensure providers meet performance standards. This will involve working in partnership with providers to assist them to achieve contract performance and the best outcomes for the children and young people we care for.
- Prepare and produce written reports using templates to capture and present the outcome of contract monitoring activities and maintain relevant IT systems to update contract records, placement records and child records.
- Respond effectively and in a timely manner to duty requests received to ensure they are handled appropriately or passed to the appropriate officer.
- Contribute to the financial processing in the letting of contracts of low risk/low value.
- Contribute to a range of inclusive consultative processes with the individuals, groups and organisations involved in service development in West Sussex and be involved with projects and/or reviews of corporate projects, challenging existing practices and generating ideas and solutions.
- Represent the Authority at conferences and meetings to keep up to date with market conditions where appropriate

- HNC or equivalent qualification or experience demonstrating that level of numeracy, literacy and communication skills
- Experience and enthusiasm for work within a department to achieve the best outcomes for children and young people.
- Experience of working as part of a team, independently and with a range of professional groups
- Excellent literacy and numeracy skills to understand the referral processes, tender documents and contracts, and to check statistical financial information and other documents
- Good analytical skills to interpret complex information, with the ability to organise, plan and meet set targets.
- Good communication and interpersonal skills to interact effectively with a range of partners and create and maintain effective working relationships. This will include the ability to negotiate good outcomes and advise and guide others to make sound decisions.
