The Finance Team in Westminster City Council is a world of extraordinary stories, where we go above and beyond for our residents - in all sorts of pioneering ways. Take the Carrick Yard housing development in Luton Street. When a big international building firm couldn’t find a sales partner, we stepped in to create a joint venture partnership and underwrite any unsold units to protect our investment. Then when we felt a big banking partner would be overcharging the venture for financing the development, we decided to finance it ourselves. The result? 171 homes are now under construction, leading the redevelopment of the Church Street area, whilst the council is projecting a potential return on investment of almost 14% - far in excess of anything that can be achieved on cash deposits in current market conditions.

And why does this success matter? Because it allows us to invest even more in public services that are the lifeblood of our communities.

**The Role**:
As Head of Support and Control you can make your own powerful contribution to Westminster’s success, providing inspirational leadership and direction to our managed service partnership with the Integrated Business Centre (IBC). Delivering highly effective transactional and operational finance services, and ensuring we maintain excellent working relationships with our partner providers and key stakeholders, you’ll be committed to embedding our values as we build on our reputation as a successful council delivering great value for its residents.

In detail, your work will involve delivering transactional finance services such as Accounts Payable, Accounts Receivable and Income Manager, leading the team that provides technical support to our colleagues, and promoting a sound governance and controls environment. We’ll also expect you to deliver comprehensive management information, assurance and monitoring activities, act as a Subject Matter Expert for the finance system, and identify and facilitate the correction of any issues that arise.

But your work won’t stop here - you’ll also champion continuous improvement of our managed service provision including a programme of systems, service and compliance monitoring, training and reporting, and promote initiatives that deliver outstanding benefits, insights and value for money. In addition, you’ll offer advice and guidance on the impact of emerging and potential new issues, policies and legislation on managed service and SAP provision, with a view to ensuring the council’s executive leadership are fully informed of potential opportunities and possible risks.

**About You**:
With a CCAB/CIMA qualification or their overseas equivalent, or relevant hands-on knowledge and experience, you’ll have led and developed a significant multi-disciplinary transactional finance function or service in a large organisation with comparable scope, budgets and resources to ours. Your work should have covered all aspects of the Purchase to Pay, Order to Cash and Income Manager processes, including debt recovery protocols and management reporting. You should also have experience of establishing partnerships and working relationships with senior managers, officers, partner organisations and statutory bodies.

It's important that you have a proven record of championing organisational change, leading, motivating and managing teams, and establishing a positive culture that delivers effective performance and continuous service improvement. We’ll also look for detailed understanding of complex and integrated finance systems, the ability to deliver project and change management programmes, and advanced relationship, stakeholder management and communication skills.

A motivating team leader, you should possess excellent analytical and report writing skills, well developed knowledge of the issues facing local government, and an understanding of the legal, financial and political context of public sector management. Capable of translating strategic objectives into operational plans and identifying economies through efficient working practices, you should also be ready to develop effective relationships with a wide range of business partners including other local authorities and third party suppliers.
