Job Introduction
- To identify funding opportunities, bid for funding, initiate, develop, and implement shared services and initiatives which prevent and tackle rough sleeping in NE London on behalf of the boroughs within the sub-region (Redbridge, Waltham Forest, Hackney, Havering, Barking and Dagenham, City, Tower Hamlets and Newham)
- To manage and monitor these services, ensuring successful delivery and take up by boroughs and that services achieve intended outcomes
- To support boroughs in their use of, and engagement with, sub-regional services, initiative and forums pertinent to ending rough sleeping
- To co-ordinate the work of the NE London rough sleeping sub-regional group and its sub-groups and represent the sub-regional group to external organisations and at pan-London forums

Main Responsibilities
- Through analysis, including benchmarking of performance against KPIs, using Homelessness Case Level Collection (H-CLIC), CHAIN and other data, identify gaps in service delivery and areas where some or all boroughs can improve performance related to preventing and ending rough sleeping, identify best practice, and make recommendations accordingly.
- Identify and advise on Government initiatives and funding opportunities, develop and submit sub-regional bids, through Rough Sleeping Initiative (RSI) and other funding sources to fund new services and maximise funding for the sub-region.
- Commission sub-regional services, taking advice from Legal, Procurement and Governance teams.
- Manage these contracts and services on behalf of the boroughs in the sub-region, monitor and review performance, hold monthly review meetings with providers and keep boroughs fully involved and informed. Work with providers to address performance issues with boroughs and providers to improve take up and review services.
- Monitor, authorise, manage and report on spending on all sub-regional projects.
- Support local heads of service and other borough teams to deliver sub regional outcomes.
- Review projects and services, consult with boroughs and obtain agreement to make changes where appropriate and bid for continued funding.
- Establish the need for, promote and facilitate joint training initiatives and programmes.
- Co-ordinate the work of the NE London Rough Sleeping group and its subgroups, ensuring that they are serviced, with agendas and minutes and continue to function well and deliver their objectives.
- Ensure that work on ending rough sleeping is communicated across the sub-region and that as far as possible a common approach is adopted across the sub-region.
- Develop links, liaise effectively with, and influence central government, London Councils, GLA, health authorities, the voluntary sector, and other sub-regions to support efforts to end rough sleeping in NE London sub-region.
- Brief NE London boroughs on sub regional outcomes and potential risks to NE London sub regional projects.
- Seek opportunities for cross-borough reciprocal working, procedures and protocols, and secure cross authority agreements as needed.
- Keep abreast of changes in Government and regional homelessness and housing policies, analyse and disseminate information. This will include preparing responses to consultation papers from Government, on behalf of the sub region and preparing policy options for the Housing Directors’ group.
- Set up and facilitate workshops, arranging papers, invitations, speakers, notes and following up action points.
- Seek opportunities to support NE London boroughs to work collaboratively and at a scale that could secure efficiencies, economies of scale and improved value for money and improved outcomes for those who are using services.
- Make presentations to officers, members and other stakeholders on NE London projects and related issues.
