**How you'll make a difference**:
As the Senior Direct Payments Officer (Senior Commissioning Officer) you will make a difference by having responsibility for delivering and helping to improve the provision of care and support via Direct Payments for people living in South Gloucestershire. You will achieve this by leading a small team to provide direct payment monitoring as well as commissioning, contracting and partnership work for personalised services.

**What will you be doing?**

This role covers three functions, Direct Payments monitoring, Prepaid Cards and commissioning, contracting and partnership work for personalised services.

A large part of the role is oversight of the Direct Payments monitoring team, responding to a high volume of individual case issues, and to work with stakeholders to improve systems and processes.
- You will provide expert advice to social work colleagues, service users/ carers, commissioning managers and senior managers on complex cases and direct payments monitoring issues, including potential fraud. This will also include, providing advice to internal colleagues and third party providers on the capabilities of the prepaid card system. Knowledge of the prepaid card system can be gained on the job.
- You will ensure at least annual contract monitoring/ performance reviews with each direct payment support providers commissioned by the Council, addressing provider performance issues, contract compliance and building relationships.
- You may be required to research alternative prepaid card systems and work with the team’s procurement and compliance manager to procure alternative services.
- You will create reports as directed by your manager - these may be team performance reports, direct payment reports, proposal or other reports.
- When required you will work with other local authorities and organisations on best practice/ shared issues. Where appropriate you will represent the council at national and regional events, researching and making links regarding the use of Prepaid cards and market developments.- You will line manage the Commissioning Officer and Assistant Commissioning Officers in your team, providing them advice, supervision, induction, performance monitoring and feedback and support with development.

**What we need from you**:

- It is essential that you to have practical knowledge and experience of direct payments.
- We require you to have relevant knowledge and experience of working in an organisation that commissions and contracts including community engagement, service user engagement in social care or similar services.
- You will need excellent interpersonal skills to establish a positive relationship with a wide variety of stakeholders’ contacts and customers.
- We require you to have experience of leading a small team to effectively deliver a commissioning and contract function for social care services.
- It is key that you have the ability to demonstrate clear and logical thinking in assessing challenges and problem solving.
- You will have demonstrable experience of meeting service standards, targets and deadlines, be well organised with excellent time management skills and able to manage competing demands.
- Desirably, you’ll have a degree or professional qualification in social care, health care or business studies.
