**Job summary**:
Her Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logístical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

The purpose of the Dreadnought PWR3 Secondary Systems Procedure Authorisation Group Chair (DDNT & PWR3 SS PAG CH) is to ready HMNB Clyde PAG and associated functions for the arrival of HMS DREADNOUGHT and the transition to support to PWR3 operations. The DDNT & PWR3 SS PAG CH is responsible to the Authorisee for the leadership, oversight and management of SFS preparations across all naval base DLoDs in support of outputs from the Clyde SFS areas of responsibilities.

Additionally, the DDNT & PWR3 SS PAG CH is responsible for the organisation and capability development of polices, processes and procedures that directly support PWR3 methodologies and operations within HMNB Clyde.

This position is advertised at 37 hours per week.

**Job description**:
On Behalf of the HMNB Clyde Authorisee the DDNT & PWR3 SS PAG CH is responsible to the Superintendent Faslane Site (SFS) for ensuring the Authorisee retains ‘Day to Day’ control of all NP Authorised Activities/Operations undertaken within the HMNB Clyde Faslane Site; and that the development and implementation of polices, processes and procedures applicable to PWR3 maintain the risks from the Activities are manged such that it is reduced ‘As Low as Reasonably Practicable’ (ALARP). DDNT & PWR3 SS PAG CH discharges this responsibility by:
This is achieved by:

- That, in accordance with Authorisation Condition (AC) 23(1), prior to commencement of any Nuclear Reactor Plant or related activity within the HMNB Clyde and associated to PWR3 they have been developed and authorised with an adequate Safety Case in place.
- That suitable and sufficient Operating Rules and Operating Constraints are in place to ensure scoped Activities/Operations remain within the Boundary of Safe Operation (Operating Conditions and Limits) detailed within the approved Safety Case(s).
- That Suitable and sufficient Operating Instructions (AC 24) are in place specific to PWR3 and that they are Authorised for use prior to commencement of the Activity/Operation.
- That the conduct of the activities/operations are consistent with industry good practice and legislative requirements.

This is achieved by:

- Reviewing all current arrangements and new arrangements particular to PWR3 ensuring any deltas are captured, suggested improvements are developed and escalated to the relevant working group or committee for action.
- Developing Policies, Processes and Procedures directly applicable to Dreadnought, PWR 3 and Secondary System Cleanliness are developed and delivered in Readiness for Dreadnought arrival.

This is achieved by:

- Reviewing all current arrangements and new arrangements particular to Secondary System Cleanliness identifying the required changes to HMNB Clyde nuclear safety arrangements are suitably captured, identified improvements are developed and escalated to the relevant working group or committee for action.
- Generate organisational change requirements to satisfy the increased scrutiny of secondary systems, proposing and championing the culture changes required to ensure Dreadnought readiness for secondary system cleanliness can be implemented in advance of Dreadnought arrival.
- Agreeing HMNB Clyde Organisational Change requirements and ensuring they are considered by NC and Industrial Partners during contractual negotiations.

This is achieved by:

- Representing SFS on Dreadnought Readiness and associated committees ensuring SFS interests on waterfront capability, readiness and delivery are presented.
