**Job summary**:
This is a new Civil Service Grade 7 post which reports directly to the Naval Base Commander.

To function as the Chief of Staff to the Naval Base Commander (NBC) Clyde. Coordinate NBC Directorate activity through strong governance and communication in accordance with a Clyde Integrated Operating Framework. Facilitate the strategic development of the His Majesty’s Naval Base Clyde, providing coherent long-term planning and site integration to optimise the delivery of “One Clyde”. Co-ordinate development of the NBC Business Plan, Strategic Objectives to meet Command Intent. Provide input into Director Submarine’s governance forums, through purposeful, systematic, day-to-day actions — managing staff, consulting with stakeholders, and cultivating consensus through integration and innovation. Support the NBC, as the Business Change Manager and Capability Customer at Clyde, through effective use of project and people management skills and the management of risks, issues and dependencies to ensure successful transition of the extensive business change at Clyde.

**Job description**:
This post is responsible for the following tasks:

- Work directly to and for Naval Base Commander (NBC) Clyde, supporting NBC's strategic level objectives and stakeholder management.
- Develop and maintain the framework for One Clyde governance and forums for strategic engagement and strategic decision making across the two sites (Faslane and Coulport).
- Initiate and lead projects to better reconcile outputs and functions across HMNB Clyde and to enable a route of escalation for the prioritisation of outputs and resolution of potential issues where conflicts exist during a period of huge change.
- Facilitate greater coherence and improved information flow between NBC’s direct reports, various MoD and Industry Partner and external parent organisations and the broader stakeholder community who contributes to the wider outputs at HMNB Clyde. (Including Navy Command HQ and delivery organisations Defence Infrastructure Organisation, Defence Nuclear Organisation, Submarine Delivery Agency.)
- Develop and deliver communications materials on behalf of NBC’s wide range of responsibilities, from Town Halls, All-Staff calls, strategic objectives, Safety and Security directives to development training and executive orders
- Maintain a general overview of all NBC departments and support NBC in holding them accountable for Business Plan delivery, goals, deadlines, process review, documentation and revisions.
- Line Manager to NBCC Visits Liaison Officer, Counter signing officer for NBCC Deputy Visits Liaison Officer 1 and NBCC Deputy Liaison Officer2.
- Coordinate with NBC Executive Assistant in management of Command Communications and NBC priorities, on behalf of NBC where appropriate.
- Duty Nuclear Emergency Response Organisation Staff Officer for incidents and exercises as required.

**Person specification**:

- This role was previously designated a military post. Due to extensive change at HMNB Clyde and the need to recover and prepare the naval base for the next generation of submarines, a Grade 7 civil servant is considered more appropriate at this time. This is a huge opportunity for someone with ambition, who is engaging and has the skills to coherently oversee a large stakeholder community that need to work together to deliver the mission.**Behaviours**:
