My client is a retail and commercial bank in the United Kingdom, with its headquarters in Balloon Street, Manchester.
**Role Purpose**:
Lead the portfolio management office (PMO) team, embedding best practice processes and providing appropriate management controls to ensure that the portfolio is governed effectively and successfully delivers to the business strategy and vision. Lead the PMOteam and manage the activity required to enable the portfolio to support execution of the business strategy and delivery of sustainable change, in line with the Bank's change methodology and ways of working.
**Key Accountabilities**:

- Setup and/or run the management office for a change portfolio
- Work closely with the Head of IT & Change, and Programme Directors to agree ways of working within IT & Change frameworks
- Help to continuously improve, coach and embed the Bank's Change methodologies, processes, toolkits and templates
- Provide support, direction and challenge to programmes and projects and develop programme, project and change management capability across the wider business to improve project delivery performance
- Support the Head of IT & Change in providing appropriate management controls for the overall portfolio, including:

- Timescales (planning and tracking)
- Quality (incl quality & scope)
- Costs (budgets, administration and tracking for both capex & opex)
- Resources (people)
- Benefits (tracking, both tangible and intangible)
- Risks & Issues Management (tracking and escalations)
- Interdependency management (inside the portfolio and across the aggregate portfolio)
- Change control (overall management)
- Stakeholder mapping
- Support the design of governance structures for the portfolio, ensuring governance is simple and flexible whilst enabling the right level of decision making and control. Organise and facilitate portfolio-level governance forums as appropriate
- Co-ordinate resource and capacity planning across the portfolio in conjunction with Competency Leads
- Administer portfolio office budgets including raising purchase orders, receipting invoices and supporting financial reconciliation activity
- Contracts administration - archive and track commercial contracts with external suppliers
- Coordinate training for programme delivery team members
- Coordinate and support status reporting and other portfolio/programme reporting within Programme, Portfolio, Business Unit & the Bank
- Plan and execute communication to stakeholders around the portfolio status
- Undertake auditing and health checks on projects and programmes within the portfolio
- Lead & develop direct reports so that they are inspired, realise their potential & deliver superior performance in supporting the delivery of change within the Business Unit or Function

**Technical Capabilities**:

- Excellent knowledge of Project, Programme and Portfolio governance frameworks
- Strong leadership and management skills
- Experience of different project/programme techniques
- High level exposure to portfolio, project or programme reporting
- Exposure to senior level decision makers and able to influence and communicate effectively in this arena
- Ability to be a team player and work with key stakeholders on a day-to-day basis

**Knowledge, Skills and Experience Required**:

- Proven presentation skills, both written and verbal
- Experience of use of project/programme methodologies and frameworks in an agile fast-moving environment
- Experience of working in a programme or portfolio environment
- Be confident in discussions with senior stakeholders, in order to influence effectively
- Experience of facilitating and leading discussion forums
- Experience in team management and development

**Essential**:

- Experience of working with Microsoft Project
