As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.
You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.
**Job description**
This role is within the National Flood Risk Warning & Informing team with the primary duty of delivering consistency in our Flood Information Service across Wales.
The post holder will need to Engage with customers to help inform, influence and shape the Flood Information Service Wales to ensure that the service is customer focused through user-centred design.
You will be a Subject Matter Expert in the operation of the Flood Information Service systems and tool, including the Flood Warning Service, and provide technical support to product teams and Operational teams.
You will be required to engage with our customers by undertaking user research through a variety of channels to ensure that our service is customer focused through user-centred design. You will be required to share user research learning to other Subject Matter Experts in a clear and precise manner to support the development of policies and the service.
The post requires working across a variety teams and staff across NRW requiring good communication and the ability to form long standing relationships. The post will also be critical in working with the ICT teams in the development of the Flood Information Service Wales.
**Responsibilities**
Your responsibilities include:

- Support the development and maintenance of our policy and strategy for the flood warning and informing service in Wales, including a long-term service development plan
- Engage with NRW staff and external stakeholders to help inform, influence, shape and communicate the short, medium and long-term direction of the flood warning and informing service in Wales;
- Support flood warning customer relationships and work in collaboration with others, internally and externally to help secure, maintain and develop flood warning and informing services in Wales;
- Engage with stakeholders and service providers at national (Wales) and UK scale to help ensure delivery of flood warning and informing services in Wales is maintained and integrated with others’ flood warning and informing service provision;
- Lead, manage and contribute to delivery projects, using matrix management and working with dispersed project teams drawn from across Directorates and/or organisations;
- Monitor and control financial and non-financial resources to deliver work to required budgets, timescales and quality whilst managing risks effectively;
- Support delivery of new ways of working within the team and with Operations Warning & Informing teams;
- Provide technical and specialist advice and guidance, internally and externally, to support the development and maintenance of flood warning and informing services;
- Contribute to the delivery of a flood forecasting or flood warning service by undertaking the role of the Monitoring and Forecasting Duty Officer or Flood Warning Duty Officer (to be agreed depending on base location on appointment). This is a rota’d duty officer role, on standby duty, 24/7, approximately one week in every six; as well as this, to be available as far as is reasonable, to assist in operational response during prolonged flood events when not on standby.

**Qualifications, experience and knowledge**
Knowledge and experience of the following:

- Relevant degree or equivalent experience.
- Experience in Flood Risk Management, flood forecasting, flood warning, hydrology, hydrometry, river/coastal modelling;
- Experience of contributing to strategies, development plans and work programmes of internal and external stakeholders;
- Able to demonstrate close attention to detail whilst not losing focus of the strategic context of your work;
- Project management skills suitable for managing, or making a significant contribution to, capital investment projects including ICT;

**Welsh language requirements**
**Essential**:Level 1** - able to pronounce Welsh and use basic phrases
