A permanent position responsible for providing specialist fire safety advice to the University Hospitals of Leicester NHS Trust (UHL) on all fire safety matters relating to people and premises.

Working as part of the Fire Safety Team within the Estates and Facilities Department, you will ensure compliance with relevant Legislation, Regulation, Healthcare Technical Memorandum (HTM), Code of Practice and Technical Guidance. The post holder will act as one of three lead specialists in the field of fire safety on behalf of the Trust.

The role is instrumental in the development and implementation of the Trust’s Fire Safety Policy and Fire Safety Protocols, developing and delivering an extensive programme of general and specialist Fire Safety Training to a wide audience base and providing specialist fire safety advice for capital project planning, design, construction and commissioning teams.

The role is guided by national guidelines and legislation relating to fire safety.

The post holder will work alongside two other Trust Fire Safety Specialist Officers; providing Fire Safety advice on all Fire Safety matters involving People and Premises across the Trust sites; ensuring compliance with Legislation, Regulation, HTM’s, Code of Practice and Technical Guidance.

Budget

As a Specialist Advisor to the Estates and Facilities Directorate and the Trust, although not specifically responsible for budget control, the position requires commercial awareness specifically in relation to the impact on budget from their guidance and recommendations.

Responsible for identifying risk priorities, liaising with the Capital Projects team to prioritise expenditure and resources to support the service and maintain compliance.

Recommend prioritised actions in respect to fire safety improvements for Capital Investment with appropriate and periodic reporting on the state of fire precautions within the Trust.

To monitor expenditure against agreed budgets to support effective financial management consistent with legislation, policies, and procedures. Authorise payments made to contractors and suppliers.

Staff

Ensure that specialist training e.g. mandatory Fire Safety Training is delivered to Trust staff in line with the Trust’s targets and policy.

Provide guidance and mentor staff with specific fire safety responsibilities as per the Trust’s policy. Specifically being responsible for overseeing of the Trust’s designated Fire Warden and Fire Response Team members.

Policy

Responsible for the development and implementation of a Trust wide Fire Safety Policy and Strategy reflecting the needs of the Trust, and, driving changes to reflect operational requirements and demands. Policy will be aligned to national guidelines and legislation.

The role will require extensive knowledge of Trust policies, local agreements and national policy including the Regulatory Reform (Fire Safety) Order 2005 and the NHS Firecode.

Communications

Develop and implement effective communication systems within and between all identified key working relationships for the benefit of the Trust and to assist with the implementation of the Fire Strategy and Policy.

Assist the Director of Estates & Facilities / Head of Capital, Head of Estates in the development, dissemination and implementation of the Trust Fire Safety Policy / Strategy.

Assist in the development of a strategy for reducing unwanted fire signals within the organisation and liaise with Local Fire Authority as part of the overa
