Tempest Jones are retained by the largest not-for-profit Developer and Asset Management organisations playing a major role in the UK housing market. They are using their experience, scale and financial strength to deliver new homes and communities acrossthe country. These are at a range of price points and tenures from private sale to social rent. Any profits generated are invested back into social purpose.

They have recently created their own private development company which delivers and markets homes for private sale and leads on land acquisition. They also have a strong track record on regenerating existing estates and breathing new life into communities.Over the next 5 years as part of their major mixed-use development programme across England, they will be close to a million square foot of retail and commercial assets ranging from community centres and regeneration projects to start up retail and Grade Aoffice units - as well as driving innovation for sustainability delivering high quality end products.

The projects range from small 150 unit residential builds to a 2000 unit £1.2billion regeneration project. Financially the company is in an excellent place having raised £500million in financing in 2020 and boasts a fixed asset base of £13 billion, generatinga consistent income through rentals.

**The Role**

As part of their growth and drive on developments in their Northern region they are now looking for a Senior Commercial Manager to work on a flagship regeneration development in Leeds. Other projects you could get involved with include several major schemesin York and Manchester.

Reporting to the Project Director you will play a key role as commercial lead in the project team to deliver Procurement (Contractor procurement - demolition, enabling works, main contractors and consultant appointments), Commercial Management, ContractAdministration, and Risk Management to the project.

Key responsibilities include;
- Carry out supply chain market testing to support development budgets.
- Liaise with the Strategic Procurement team to ensure strategic purchasing arrangements are included in any delivery contracts.
- Perform the complete contract administration role on various types of contracts
- Negotiate, agree and secure final forms of Collateral Warranties, guarantees, bonds and the like.
- Collaborate with others in the Development Departments, but in particular Cost Planning, Project Management, Commercial, Development Management and Delivery colleagues.
- Track operational performance of suppliers, subcontractors and JV partners against contractual deliverables, identifying trends and exceptions, and bring to the attention of the Project and Commercial Director, and feedback to Development directorate colleagues.
- Forge strategic relationships with main contractors, consultants and key subcontractors - validate cost plans by market research with the supply chain.
- Provide support to the Partnerships and Land Teams on Commercial matters, specifically leading on all types of delivery contract negotiations - Heads of Terms, Development Management Agreements, Building Contracts (JCT and NEC forms - fixed price and targetcost or open book forms) and Joint Ventures.
- Reviewing external agreements to identify, quantity and manage group operational risks.

Essential experience includes;
- An experienced quantity surveyor or commercial manager from a professional practice, developer or contractor background, and familiar with residential and mixed-use development schemes.
- An RICS or CIOB member, and at least degree (or relevant accredited equivalent) educated.
- A team player who recognises the importance of collaboration within and outside the business.
- Excellent communication skills, both oral and written to a wide variety of audiences and ability to build solid relationships, engendering collaboration, trust and respect.
- Strong personal qualities including leadership by example, numeracy, analytical, commitment, integrity, persistence, hands on approach, diplomacy, tenacity.
- Detailed understanding and experience of the commercial issues and risks/benefits associated with construction procurement
- Contractual expertise - preparing, interpreting, negotiating and reviewing scheme documents - legal agreements which may include professional services contracts and appointments, joint venture agreements, building contracts, development agreements and thelike. Ability to recognise, advise on and negotiate/resolve disputes.
- Contract Administration
- Detailed understanding of Development appraisals.
- Competent user of Microsoft Office software.
- Project Monitoring expertise - detailed tracking of programme, value and cost, identification and reporting of change.
- Ability to work with others to define mutual priorities.
