We are recruiting a talented individual to oversee the Homelessness and Rough Sleeping Directorate’s approach to strategic governance and performance. We are a large and busy team that is delivering over £2bn in funding over the Spending Review period. Our 100- strong Directorate leads a range of programmes from new policy workstreams to multiple complex delivery programmes in local areas and across the sector. As the Head of Strategic Governance and Performance your role will be to ensure the Homelessness and Rough Sleeping Directorate has robust governance structures in place that allow us to think strategically about our programme, to join-up and collaborate and also to ensure our work links to wider programmes across our Group and the Department.

You will be leading a team of three which includes Programme Management specialists. While you will not be required to have formal Programme Management qualifications, you will be required to have a strong interest in Programme Management and a strong understanding of the tools and best practice required to run a programme of our size efficiently and effectively. You may be interested in further study. Your team will also act as consultants to individual policy and delivery teams to provide challenge and advice on their approach to managing their workstreams.

However, just as important as an interest in project management are strong strategic skills, the ability to look across a large and complex programme to identify strategic risks and a strong aptitude for working with others to clearly articulate these challenges and escalate through the Department/ wider Government. You must therefore be a self-starter with the ability to build networks widely and to communicate complex information clearly. You will also enjoy looking for ways to improve our processes, for instance through working with analysts or digital colleagues to consider new approaches to data, information sharing etc.

This role offers excellent exposure to a wide range of senior leaders, cross-Government colleagues including Number Ten and delivery partners. It will require taking a leadership role across our Directorate, leading a function that both supports and challenges your colleagues. **Job description**:

- Leading our approach to delivering a robust governance and reporting framework that allows the programme SRO to hold project leads and delivery partners accountable for delivery. This will also include a strong focus on how information flows between various governance structures (not all of which you will own).
- Personal management of the Directorate’s monthly Programme Board which you will ensure enables the Directorate to fully understand risks and challenges through good data and evidence and is able to develop strong responses to challenges.
- Acting as the lead with wider Group and Departmental teams to ensure the challenges and risks threatening our programme are suitably escalated, understood and being considered in wider programmes.
- Acting as the lead contact point to Number Ten Delivery Unit as part of our cross-government reporting.
- Leading a team of 3 (1x SEO, 1x HEO, 1xEO) to ensure wider teams in the Directorate receive project management advice and some support to project teams, helping them to create and lead
