Consultancy to Develop Monitoring and Evaluation

The aim of this consultancy is the development of a Monitoring and Evaluation (M&E) framework, including indicators, to assist the ISA Secretariat to assess and report against the impacts of the various capacity development activities it has implemented.

**Responsibilities**:
In line with the recently adopted Capacity Development Strategy and taking into account all the relevant documents and reports, such as the Review of capacity-building programmes and initiatives implemented by the International Seabed Authority 1994-2019, the consultant, under the overall supervision of the Chief of Staff and Head of the Strategic Planning Unit, shall perform the following tasks:
a) Develop a Monitoring & Evaluation (M&E) system for optimal analysis of progress, gap identification, measuring programme effectiveness and impact reporting that includes:

- Elaborating an M&E plan.
- Developing a functional and sustainable M&E framework for overall capacity development activities to track progress and measure impacts of ongoing activities and provide feedback to fine-tune strategies and activities.
- Designing functional data collection methodologies, instruments and digital tools to continuously gather, and visualize critical information to monitor and evaluate the progress of projects and activities with targeted outcomes as well as the impacts for further decision-making.

b) Provide mechanisms to ensure mainstreaming gender and social aspects into monitoring and evaluation and learning systems.

Qualifications/special skills

- Minimum of master's level advanced degree in monitoring and evaluation or in a field related to international relations, ocean policy, capacity development activities, statistics.
- A good level of familiarization with the work of UN agencies and ISA is desired.

Ability to deliver outputs against tight deadlines.

Languages
- Excellent written and oral communication skills (English).
