Head of Financial Controls and Statutory Reporting

**Job Purpose
Provide strategic and operational direction and accountability for financial reporting, including statutory financial statements, disclosures and regulatory reporting, that are underpinned by sound processes and controls, to ensure compliance with relevant regulatory and financial reporting standards as well as public sector reports required by His Majesty’s Treasury (HMT) and the National Audit Office (NAO).

**Core Responsibilities**
- Develop and implement a strategy, plan and associated policies/procedures to deliver a Financial Controls function that optimizes efficiency of processes, accuracy of related financial statements and disclosures, and reflects the changing complexity and nature of the Bank’s unique investments.
- Provide strategic direction to UKIB’s senior management team on financial control matters to ensure proper supervision of associated current and future risks.
- Ensure the preparation and presentation of clear, concise and accurate financial reporting for senior management and external stakeholders to ensure compliance with financial and statutory standards
- Partner with the Banking and Portfolio management teams to understand the impact of successive investments on credit metrics and results under IFRS 9
- Lead the Bank’s external relationship with the NAO to represent the Bank’s position and progress, owning the end to end coordination and completion of audits within the requisite deadlines
- Engage a high performing function and team to deliver the strategic and mandate in line with build out of the UKIB portfolio and securing value for money.
- Identify and manage external relationships with financial consultants, when utilized to ensure delivery of business objectives.

**Qualifications**:

- Bachelor’s degree in accounting, business, management, or finance required
- ACCA

Required Knowledge:

- Deep understanding of IFRS9 standards and complex financial instruments
- Strong knowledge of capital markets, commercial banking, and finance
- Knowledge of WorkDay and Power BI is desirable

Experience Required:

- Extensive experience of managing a finance function within a financial services environment.
- Extensive experience of implementing and assessing impacts of IFRS9 standards and financial instruments
- Significant experience working at a senior level and with senior internal stakeholders
- Significant experience of managing a finance team and operationalizing processes for efficient delivery of reports
- Prior experience of operating in a start-up environment

**Skills**:

- MS Office including Excel
- Clear, concise and credible communication and reporting (verbal and written) to a range of internal and external stakeholders
- Ability to resolve conflicts that may be complex and involve a diverse audience of stakeholders.
- Strong coaching and line management experience to drive excellence in performance.
- Strong outcome-focused and pragmatic mindset
- Ability to build a broad appreciation of all functional areas of the bank and the interrelationships between them.
- A flexible attitude to adapt and change direction as needed as the organization evolves over time
- Strong attention and adherence to detail, driving quality in information
- Ability to identify opportunities and continuously improve outcomes.
- Ability to be articulate and thoughtful in communication of business insights

We will continue to build out the bank over the coming years. Our ability and bandwidth to tackle the infrastructure challenges set out in this plan will increase over time, as we recruit more permanent staff.
