An opportunity has arisen for a Band 6 Project Officer to join the Public Health Commissioning and Operations Team. The post-holder will play an integral role in the team and will be responsible for providing senior administrative support to the NHS Bowel Cancer Screening and NHS Cervical Screening Programmes.

This exciting role will require an ability to operate and thrive in a complex environment, highly developed relationship-building skills and strong experience of developing and implementing effective operating models.

The post-holder will work as part of the team to deliver an effective service supporting managers and staff across the team. Specifically, the post holder will:

- Support teams to ensure that the portfolio of projects is planned, managed and delivered effectively;
- Support and inform the targeting of resources, monitoring, implementation and evaluation of projects by providing high quality support including complex information and analysis, communications and stakeholder management ;
- Ensure accurate and open communication and co-ordination with a range of organisations and individuals;
- Complete research and drafting of correspondence and papers ensuring the management of specific tasks related to these;
- Support reporting and analysis across a range of projects;
- Be a key member of the team as well as supporting effective communication and stakeholder management, both internally and externally.

The role of the Public Health Commissioning and Operations team is to:

- Work with DHSC to negotiate the annual NHS Public Health Functions Agreement and ensure it is effectively implemented
- Work with and support NHSEI regional public health commissioning teams in the development and delivery of Section 7A public health programmes to improve quality of services and improve public health outcomes
- Work with DHSC policy teams and Office of Health Improvement and Disparities (OHID) and UK Health Security Agency (UKHSA) to lead, manage and develop existing NHS public health programmes described in the agreement
- Support the planning and implementation of new Section 7A related public health programmes in liaison with UKHSA, including providing feasibility of policy and developing programme approaches in direct commissioning to transfer commissioning responsibilities
- Liaise with the network of Heads of Public Health Commissioning and embedded UKHSA Screening and Immunisation Leads and other key stakeholder networks
- Provide programme and project management support to screening and immunisation programmes and other associated public health programmes
- Provide assurance to the NHS England board for the commissioning and delivery of Section 7A public health programmes

- Maintain and enhance quality, improving outcomes and equity of access to screening services - To work collaboratively across NHS England and NHS Improvement matrix, including integrating the National Director’s portfolio
- To work collaboratively across NHS England and NHS Improvement and support the delivery of all business management, project management, governance systems and processes for the screening programmes. Ensuring high quality and efficiency with a view to seek and implement improvements where identified

- To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of the NHS England and NHS Improvement
- To support embedding patient and public involvement within the NHS England and NHS Improvement at all levels of decision making

Promoting equality and reducing inequalities
- To uphold organisational policies and principles on the promotion of equality and to reduce health inequalities within the screening programmes.
- To create an inclusive working environment where diversity is valued, everyone can contribute, and everyday action and ensure we meet our duty to uphold and promote equality

- Work flexibly across the directorate, with a focus on screening and general population health to ensure that work is prioritised to have most impact on the outcomes desired
