Purpose of the post
- The post-holder will also be responsible for providing an effective and efficient grants and loans service for the area's residents in accordance with the Council's policies and strategies.
- Ensure that the people of Gwynedd are at the heart of everything we do.

Responsibility for functionsMain duties
- Assist with managing and developing Council procedures to ensure Compliance with Health and Safety legislation in relation with private sector properties.
- Carry out thorough Property inspections of private sector properties, in consultation with the users of the buildings.
- Interpret the data within a referral from the social services department and/or hospital occupational therapists, and use this information to carry out a conditional inspection of the property to ascertain feasibility of the works.

- Create draft proposals in relation to the proposed adaptation works to aid further discussion with relevant parties involved.
- Lead and advise as to the most reasonable and practicable solution to meet the identified needs.
- Ensure that contractors are aware of their responsibilities and duties in relation to health and safety requirements.
- Ensure that contractors are aware of the issues identified in the early enabling report which are their responsibility to act upon, and monitor that they undertake the work to a set standard and on time
- Ensure that the Council's information systems are updated following any work to a private sector property.
- Commission work by other teams within the Council, and from external consultants.
- Prepare work specifications and designs, and appoint contractors and/or consultants, in accordance with the Grants Departments agreed procurement methods.
- Commission consultants to add value when required. Analyse the recommendations of the consultants, come to conclusions and act appropriately.
- Inspect work to ensure that it reaches the required standards in accordance with health and safety regulations, and represents value for money, including undertaking the role of the Clerk of Works on some plans.
- Follow the Council's guidelines with regard to commissioning and managing contractors.
- Advise contractors on sites on what to do when there are problems with the property/work.
- Interpret information and discuss and agree on the best route in terms of implementing.
- Commission contractors, and follow Council guidelines with regard to commissioning and managing contractors.
- Use support that adds value if you do not possess the skills and knowledge to resolve the issues yourself.
- Gain an understanding of the demand for the service through evidence.
- Act on the evidence to improve and develop the system and change the nature of the demand.
- Identify obstacles to effective and cost effective service provision, and provide support in removing obstacles.
- Ensure that quality is an integral part of every step of the work.
