We have an exciting opportunity arising within the Housing Service. We are looking for an energetic, driven, and influential individual for this role. You will lead and manage two separate teams - the team at Greyfriars Housing, Perth and Kinross Council’s direct access hostel; and the Housing Support Service within Perth and Kinross to deliver a wide range of high-quality homeless and support services.

You will motivate and develop your teams ensuring that they are knowledgeable, well-trained and well-supported by organising training, providing supervisions and development discussions. You will be responsible for ensuring that they work towards achieving and, at times, surpassing, their performance targets. You will have oversight of the teams’ workload and support staff dealing with complex and challenging cases. You will also deal with complex cases, enquiries from customers, Councillors, Members of Parliament and Corporate complaints. You will also work in collaboration, building excellent working relationships with a wide range of partners including colleagues from across Housing, from other internal Perth and Kinross Council teams and colleagues who are external to the organisation. You will work with them one-off pieces of work or on an ongoing basis working to achieve shared goals and common outcomes. You will be expected to deal with a broad range of staffing matters from informal matters to those involving more formal action. This will require you to work closely with colleagues in Human Resources developing good working relationships with them and following their advice and guidance. You will be accountable for closely monitoring a range of budgets, ensuring that these are well-managed. As a result, you should have a good understanding of financial matters. Whilst all employees have a responsibility for their own health and safety, you will be responsible for all aspects of Health and Safety for the teams including ensuring that staff are appropriately knowledgeable and well-versed in all relevant health and safety procedures receiving ongoing refresher training. You will be responsible for ensuring that they adhere to lone working procedures including the use of the Jontec system, carry out risk assessments, complete incident reports and carry out incident investigations. You will ensure that there are suitable health and safety procedures in place for both Greyfriars Hostel and the Support Team including risk assessments and safe systems of work and also ensuring that these are updated on a regular basis.

**Requirements**:
As the services within the remit of this role are registered with the Care Inspectorate, you will have a full understanding of the role of the Care Inspectorate, and will plan, prepare and participate in inspections of the services by the Care Inspectorate. You will also work as part of a team to ensure that any recommendations or actions are implemented. You will be the Lead Officer for Child Protection for the Housing Service, attending meetings and case reviews. You will take forward improvement actions or recommendations and will ensure that Housing staff within your areas of responsibility are appropriately trained in relation to Child Protection. You be the Housing Service point of contact in relation to Child Protection queries. You will report to the Team Leader for City Locality Housing Team. The standard hours of work for this role are Monday to Friday from 8.45 to 5pm but due to the level and the nature of the post, there will be an expectation that you will work flexibly, and this could include evenings and weekends especially for attending public meetings. You will also be required to participate in the standby rota for a full week approximately one week in every 6 weeks to support Housing’s Out of Hours Service including staff within Greyfriars House and to deal with any emergencies which may arise out of normal working hours. This could result in having to attend site and participate in Perth and Kinross Council’s Emergency Planning Process.
