**Job description**:
The Head of Digital Services will be a leader with the operating experience, leadership skills, strategic mindset and vision to develop and run core DVSA digital delivery and continuous improvement of services. The role is guided by some fundamental principles; putting the needs of users first, focusing on delivery and outcomes over process, and making the most of openness - open standards, open source, open data and open markets. The post holder will be a primary link between the agency and Cabinet Digital Data Office (CDDO).

The post holder will be a key Digital, Data & Technology (DDaT) leader in the DVSA, working with the corporate and directorate senior teams to manage both internal resources and third party suppliers to meet those needs, working closely with business leads, implementing significant business and cultural changes across the agency, introducing new processes and procedures alongside traditional programme and project management approaches, to ensure agile, iterative continuous improvement development, operation and improvement of digital services is successful. Finding innovative ways to drive the shift to insourced teams and managing attraction and retention challenges.

**Person specification**:
You will have experience of delivering digital solutions to internal and external customer base. You will bring with you a high level of digital literacy and engage with all levels of stakeholders to define the best approach to service design to achieve our objectives, with the ability to influence others. You have awareness of the current digital market and have used innovative approaches to procuring services to achieve the DVSA’s objectives. You will be an advocate of agile project delivery and have experience of running full project and product lifecycles in large organisations.

Responsibilities include:

- Supporting the SPDT Director in ensuring that digital services are led, resourced and managed effectively, efficiently and in accordance with relevant governance and frameworks
- Define and deliver the strategic goals of DVSA’s DDaT capability and the digital services team ensuring that digital services, are designed to meet user needs and are iteratively improved over time, are at the heart of the agency’s interaction with citizens and businesses
- Provide leadership to the digital teams, and high-level contract management support with suppliers, supported by procurement and contract management
- Act as a strong advocate for digital solutions and approaches throughout DVSA and the DfT.
- Support colleagues in driving changes to the provision of services across the directorate and DVSA, prioritising the needs of front line teams and customers
- Working closely with SPDT and wider organisational teams, lead the recruitment, on-boarding and enablement of a sustainable digital capability across the directorate, and a complementary culture change strategy to widen all our people’s awareness of digital approaches and tools
- Work as part of the DDaT & Security and wider SPDT leadership team to ensure a joined up approach is achieved across the Agency
- Work in collaboration with fellow CSLs across all functions for the good of DVSA and to create a high performing and well respected Agency
- Liaise with relevant internal teams to ensure that internal and external customer needs are met and that these requirements are fully communicated throughout the business
- Ensure good relations and communications with all members of the team and responding politely and in a timely fashion to internal and external customers
- Communicate with all major stakeholders (internal and external) to understand and meet business objectives
- Act and be seen as the respected link to CDDO, DfT Digital governance and other DfT agency teams.
