An exciting opportunity has arisen to join East Lancs Hospitals Trust in the role of Head of Emergency Preparedness, Resilience and Response (EPRR).

The Head of EPRR will ensure that ELHT has appropriate plans in place to maintain operational services in response to business continuity events and to respond to major incidents and emergencies that may impact on the Trust and the services that it provides.

You will have a track record of developing, maintaining and putting into action emergency and business continuity plans and procedures during an emergency situation.

To do this, you will be highly organised, an excellent communicator, demonstrate resilience, integrity and credibility and be able to influence senior staff.

You will have an adaptive and inclusive leadership style that will enable you to create a culture and environment in which EPRR is embedded at all levels across the organisation to ensure the sustained delivery of high quality, safe, personal and effective care.

The post holder will provide senior leadership on specialist emergency planning issues for:

- emergency planning
- general capacity and surge management
- risk mitigation.

The post holder will lead in the coordination of training and development and recruitment activity across the Department and will manage the EPPR Team to ensure that EPRR work streams and programmes are planned and carried out effectively.

The post holder will be responsible for developing and presenting regular reports to the Emergency Preparedness, Resilience and Response Committee and willprovide the required assurances to the Trust Board and Executive Team that the Trust’s EPRR and BCM is fit for purpose, having been tested, assessed, inspected and scrutinized.

The post holder will also be responsible for planning and providing, or enabling the provision of, all training required for the Trust to meet its statutory and legislative duties.

The post holder will lead on the provision of a Trust wide EPRR function, ensuring compliance with legislative requirements (NHS England Emergency Preparedness, Resilience and Response Framework and EPRR Core Standards); creating a culture of improvement. The post holder will develop and deliver throughout the Trust a culture of continuous improvement in the arrangements for EPRR/BCM.

The post holder will be a member of the Corporate Directorate and will work with all other Divisions and Directorates to ensure Emergency Preparedness, Resilience & Response and Business Continuity Management is embedded.

The post holder will manage and co-ordinate the On Call system (Directors on Call and Senior Managers on Call). This will include the rota, logs, thematic learning and the On-call Sharepoint site. The post holder will also be expected to participate in the on call rota.
