The Data Science team where the role sits is part of HMRC’s Chief Digital & Information Office (CDIO) to deliver solutions for a broad range of technical and operational issues.
**Job description**
This role will ensure Artificial Intelligence (AI) assurance and ethics is delivered at scale in HMRC, including developing, implementing, and overseeing ethics and assurance policies, codes of conduct, and compliance programs to ensure adherence to laws, regulations and organisational values. This will build on the elements of assurance already in place, such as the AI Assurance Standard and the AI Ethics Framework.
You will be expected to forge strong relationships with both internal and external stakeholders, specifically in the analytical and risking community. However, the primary focus (85+%) will be on growing ethical capabilities and AI assurance within HMRC; the implementation of best practice; and fostering close collaboration with internal teams.
Your focus will be on the delivery of ethical principles and assurance, dealing with the complexity and uncertainty that comes with working in an emerging and fast-moving field.
The scope of the role will include, but will not be limited to:
- Championing and embedding a culture of AI Assurance and Ethics within the department. Leading strategic change, influencing and supporting HMRC and wider government, in implementing ethics and AI assurance.
- Monitoring compliance with laws, regulations, and policies, such as GDPR and Data Protection.
- Being the departmental expert on AI assurance and ethics, and the governance and policies influencing the implementation of AI assurance, AI and data ethics capability and culture across HMRC. As well as championing continuous improvement in those aspects.
- Providing assurance and ethical input into commercial decisions regarding third party products and services where required.
- Developing and leading internal ethics and assurance training and awareness campaigns to educate employees at all levels on expected behaviours, available resources, and how to handle complex situations.
- Development of a clear roadmap to delivery, incorporating regular tracking and reporting on progress and issues, as well as monitoring program effectiveness and ethical culture, identifying areas for improvement.
- Leading a small team of direct reports as well as leading a matrix team across the wider analytical community.
As a member of the Data Science team you will also lead colleagues in the wider analytical, business community, as well as the wider technology group, through establishing strong relationships.

**Essential Criteria**:
Demonstrable experience of using a variety of data analytics techniques (especially in the data science and Artificial Intelligence domain) to deliver impact. Evidence of developing assurance processes to support organisational objectives, through collaboration and effective communication. (corresponding skills: Applied maths, statistics and scientific practices).
Evidence of communicating clearly with both technical and non-technical audiences in order to assure credibility. This includes active listening, mediation, and the ability to clearly articulate what needs to be done - and why, requiring an understanding of the technology and data products in use. It also requires the ability to operate effectively across organisational boundaries, as well as across functions and business units (corresponding skill: Communication (data ethics).
Ability to form strong relationships with relevant stakeholders across business areas, commercial and data functions, ensuring effective buy-in, collaboration, and decision-making. Evidence of influencing those decisions in order to enable and scale the roll-out of ethics best practice and AI assurance. Experience of developing and managing best practice and assurance processes, ensuring they are in line with developments in data ethics standards, and applied appropriately. **Desirable Criteria**:
Knowledge of the legislation applicable in this area, such as General Data Protection Regulation (GDPR) and the Data Protection Act (DPA), as well as security considerations.
Evidence of ability to develop and grow capabilities.
