**Job summary**:
Our role extends from the initial selection of Freeport locations through to delivery and the monitoring and evaluation of the real-world impact of Freeports. This wide remit brings with it a challenging and exceptionally varied workload: at present we are moving into a new phase of delivery for the programme as Freeports begin to have their full business cases signed off, become fully operational and commence the development of their capital funded projects. We are also continuing to support work on setting up Freeports in the devolved administrations. This is both a fast-moving and a highly political work environment.

**Job description**:
As a Monitoring, Evaluation, and Learning Senior Executive Officer (SEO) in the Freeports Delivery Team, you will support the delivery of the monitoring, evaluation and learning workstream. This includes supporting the implementation of the monitoring and evaluation framework, the learning strategy and providing assistance on wider operations covering on-going performance management to ensure Freeports deliver on the commitments they have set out to do. This workstream is critical to the work of the wider team and our relationship management with Freeports. Our team ensures the mechanisms and support are in place to provide an accurate understanding of what is happening in the Freeport areas; that progress is monitored; impacts evaluated, and learning takes place to improve the delivery of the programme and future public policy. We provide first-hand support to wider team members to maximise the benefit of their area of expertise and relationships with the Freeport stakeholders. We work closely with other sub-teams to ensure delivery risk is managed across the programme and that the delivery of Freeports can be maximised to meet the policy objectives.

The key activities associated with this role will include a number of the following, as determined by the requirements of the programme:

- Support in managing our Freeports monitoring and evaluation (M&E) contract with an external provider. This includes regular engagement with external stakeholders, working with them to deliver key products, advice and services to the government and Freeport stakeholders. It also includes leading on several key work priorities associated with the contract, to ensure the external provider delivers on time, within budget and produces high quality outputs.
- Leading and chairing a cross-government M&E steering group, monthly.
- Support the potential extension of the Freeports M&E programme to the devolved administration Freeports. This will involve working closely with the Devolved Administrations to ensure their requirements for the M&E of their Freeports is met, while carefully balancing the needs of the overall UK-wide Freeports M&E programme.
- Providing direct support to the wider team to assist them in carrying out their relationship management role with the Freeports effectively. This includes leading on developing processes, guidance, and training to build capability and capacity across the team.
- Support and lead on carrying out the performance management process for Freeports. This will include, but is not limited to, reviewing and assessing project change requests; analysing data and intelligence from monitoring forms and carrying out annual reviews on Freeports delivery progress.
- Providing direct support and advice to our Freeport stakeholders to assist them with our regular monitoring and delivery requirements.
- Leading on producing and publishing an annual report to Parliament on Freeports progress each year, based on the results from the M&E. This includes drafting the report, commissioning input from key stakeholders, drafting advice to ministers and coordinating the publication.
- You will be expected to build close and collaborative relationships with other colleagues within the department, other government departments, external contractors and the Freeports themselves to support delivering your work efficiently and effectively.
- Supporting the wider team priorities where capacity is needed. This could include working to support setting up Freeports in Scotland, Wales and Northern Ireland.
- The potential line management of one HEO/EO.
