**Reporting directly to the Streetworks Manager/Business Unit Leader and acting as their deputy to form part of the Service Leadership Team, the role involves leading and developing a function or a range of functions within Essex Highways with particular emphasis on providing a first-class service to our customer, delivering a range of functions and ensuring that the post meets the challenges of delivering the vision and priorities of Essex Highways. A high level of technical knowledge and experience is required to direct complex projects and to provide technical support and mentoring staff. You should possess excellent communication skills and promote integrated and efficient delivery. The roll will involve preparing annual business plans, developing and delivering programme/services/projects and Key Performance Indicators (External & Internal)**

**The Role**

- **Assist the Streetworks Manager/Business Unit Leader by forming an integral part of the leadership team, leading component parts of Essex Highways and other areas of innovation; deputising as required.**:

- **To provide clear and robust leadership of group to ensure that staff are clear of their direction, motivated and that productivity is maximised. The group performances to be regularly monitored to ensure staff are developed positively driving efficient delivery.**:

- **Understands the overall functions, aims and directions of County Council and Essex Highways, and how their specific area of responsibility fit into those objectives translating this for team members and ensure they also understand how their objectives fit into the wider organisation.**:

- **Development of policies, plans, procedures and practices to deliver economic and wide community goals, achieving corporate objectives for service delivery.**:

- **Deliver the programme of works within their group ensuring that it is delivered to budget, to programme and to the right quality. Ensuring that tasks/services are delivered in the most efficient manner whilst constantly striving to provide the best quality of life to Essex residents.**:

- **Ensure strong budgetary control and financial management is undertaken throughout areas of responsibility with robust evidence of efficiency and value for money being exhibited.**:

- **Create and reinforce a strong customer focussed, responsive and flexible culture, role modelling behaviours leading to and delivering customer focused and responsive services.**:

- **To ensure that all correspondence from within group is provided in a speedy and courteous manner. This could be proposals, queries and complaints from the public, businesses, local district authorities, parish and district councils, local highway panels, county councillors, members of parliament, local representative groups and other stake holders as required.**:

- **Promote Health and Safety, Environmental Management System, Quality Management System and Construction Design Management in a positive and constructive manner, with the aim of minimising work related injuries by implementing ECC and Essex Highways policies and procedures.**:

- **To appear as expert witness at Crown Court, public enquiries and hearings, prepare detailed evidence as a specialist on practice issues and liaise with counsel and solicitors in case preparation.**:

- **Engagement with other authorities, agencies and the commercial sector for the delivery of highway services.

- **Membership of professional institution is desirable.**:

- **Report of writing, preparation of business plans and presentation to a variety of audiences.**:

- **Excellent written, oral and presentational communication skills, interpersonal and listening skills**:

- **A proven track record and formal training, demonstrating excellent negotiation skills**:

- **Extensive knowledge and experience of managing highway services including statutory processes involved with these activities.**:

- **Comprehensive knowledge of Health and Safety legislation.**:

- **Knowledge of relevant legislation, design standards, type approvals and local government procedures.**:

- **Financial management of processes including forward planning of programmes of work, budget accounting and monitoring of expenditure.**
