This role is a vital member of the Major Projects and Programmes (MPP) Strategy & Planning (S&P) team and is a pivotal role in our mission to create a step change in the project delivery within a challenging railway environment. We need to improve the way we deliver projects to operate in a more sustainable way and play a part in the delivery of this transformative change to the UK Rail Industry.

**Brief Description**:
Implement and enforce the efficient delivery of the Project Control lifecycle in all major elements of the capital delivery programme. Establish and implement the controls framework and associated activities for a programme / Portfolio of work. Ensure programmes comply with company and legislation standards and are compliant with Projects Acceleration in a Controlled Environment (PACE)

Implement improved predictability and delivery efficiencies through effective project performance measurement, evaluation and intervention activities.

**About the role (External)**:
**Key Accountabilities**
- Provide expert technical knowledge and service to the capital delivery programme in relation to undertaking the ‘control a phase’ elements of the project and programme lifecycles.
- Delivery and lead the integration of the control services within the capital delivery programme checking that the agreed level of service support is available for each project in development and/or delivery.
- Deliver and lead on the management of the change control process within the geographical area to provide effective management of the baselines and associated change control processes.
- Develop and lead the evaluation process on all aspects of the programme/portfolio performance to determine the key causes of variance from the plan i.e. formulate corrective action plans with the project delivery teams and monitor effective implementation.
- Develop and lead appropriate assurance of the core control capital delivery deliverables and provide support and guidance to the wider capital delivery programme / portfolio team.
- Manage through co-ordination the optimisation of all resources for efficient delivery within the area of responsibility including liaising with the delivery teams to make sure the resources are booked as per commercial agreements and within budgets.
- Maintain, develop, manage and standardise the process, procedures for the management of resources within your area of responsibility.
- Manage, collate and analyse data for stakeholders to provide accurate and timely information in respect to the performance and assurance measures.
- Direct the Capital Delivery governance reporting outputs in support of delivery of programmes and projects.

**Job Skills, Experience and Qualifications**

Essential
- Proven experience in team management, planning, management support of and delivery of projects.
- Educated to degree level in a relevant discipline or equivalent demonstrable experience.
- Membership (or working towards membership) of an appropriate institution.
- In depth understanding of programme and project controls processes and systems
- Detailed knowledge and experience of investment principles, support disciplines (risk, estimating, planning, cost and value management) and their supporting technology solutions.
- Ability to undertake structured analysis to problems, engage stakeholders and lead the implementation of business-wide solutions.
