**About you**

You will have the knowledge and experience required to deliver a comprehensive property management and tenant support service and have experience in a similar role within a Local Authority or Social Housing setting. You will have a flexible approach and be adaptable to change, whilst prioritising the needs of our clients and the organisation. You will be a motivated and organised team player with the ability to prioritise your workload as required and to meet performance targets.

The Housing Officer reports to The Temporary Accommodation Lead and works alongside one full and one part time Temporary Accommodation Officer and a full-time Placement Coordinator. The Team forms part of the wider Housing Needs Department.

**MAIN PURPOSE**

To provide support to tenants and take the operational lead for the direct management and use of the Councils second stage temporary accommodation provision, for rough sleepers.

**MAIN DUTIES & RESPONSIBILITIES (MDR)**

To act as the primary point of contact for the residents of properties purchased under the Next Steps Accommodation Programme (NSAP) and Rough Sleeping Accommodation Programme (RSAP).
- To be the lead Officer with regard to placements, coordinating client services, health and safety compliance, adhering to tenancy rules, management of anti-social behavior and where necessary formal warnings and evictions for second stage temporary accommodation provisions
- To attend sign up meetings (or arrange with third party providers) with clients moving into NSAP accommodation to ensure that there is a clear understanding of the responsibilities of their tenancy / license and that any specific accommodation rules are understood.
- To build a pro-active relationship with tenants and external agencies involved in their support.
- To manage enforcement activities for clients, with support from the Temporary Accommodation Lead and Legal Services, where tenancy breaches or rent arrears warrant such action. This will include maintaining clear records, issuing warnings, serving notices and acting as a witness in court.
- To understand and meet legitimate customer demand within agreed budgets
- To inspect all Council owned NSAP & RSAP properties and neighbourhoods on a regular basis in order to ensure there is a thorough understanding of our customers and assets and to act upon any issues arising from these inspections
- To provide support to the tenants to ensure that they are able to maintain their tenancies. Support may include the following activities - support with budgeting, support to access help with addictions, support to engage with health agencies, support to access financial assistance, support to access education, training and employment.

**Person Specification**

**Qualifications & Knowledge**
- Educated to A-level or equivalent, or a demonstrably good level of numeracy and literacy gained through relevant experience - Essential
- A formal housing qualification or training around the management of temporary accommodation - Essential
- An in-depth working knowledge of the Housing Act 1996 part VII as amended by the Homelessness Act 2002 - Desirable
- An in-depth knowledge of law relating to landlord and tenant issues and general housing rights - Essential
- A current working knowledge of the welfare benefits system - Essential
- Knowledge of Health and Safety requirements in providing accommodation and supporting vulnerable people - Essential

**Experience**
- Experience of delivering a comprehensive housing management service (ideally for a minimum of 3 years) with a social landlord and demonstrable knowledge of the key challenges involved in this work - Essential
- IT experience both in both in relevant programmes (e.g. Word, Excel, Access, PowerPoint etc) and in using appropriate systems to deliver operational outcomes - Essential
- Experience of communicating in a multi-agency forum, obtaining and passing on complex information - Desirable
- Experience of, and commitment to, resident involvement - Desirable
- Experience in case managing reports of anti-social behaviour - Desirable
- Proven knowledge of housing legislation and landlord and tenant law and ideally have experience of preparing and presenting cases or giving evidence in court - Desirable
- Knowledge of risk management including lone working and health and safety - Desirable
- Well organised with the ability to prioritise and be responsible for a heavy personal workload - Essential
