Professional Adviser Pharmacy and Medicines

**The Professional Adviser Pharmacy and Medicines will**: Support and lead work as part of the Medicines Pharmacy and Clinical Policy Team, to promote sustainable, high quality and safe medicines use within the available resources for the population of Herefordshire and Worcestershire. As a senior lead operating in a highly political and sensitive environment, work internally and externally to deliver projects, initiatives and services to time and in a cost-effective way demonstrating a collaborative and influencing style of working, negotiating with others to achieve the best outcomes and improved safe medicines use. Key duties and responsibilities include: Overseeing the teams primary care specialist medicines advisory function, including developing and managing relevant business plans, progress and dashboard reporting and risk and issue management. Supporting the development and implementation of qualitative and quantitative measures to determine performance against the ICB 5-year strategy.
Reporting progress against the strategy through personal representation at senior management forums and by written reports to appropriate committees, meetings and groups of staff. Undertaking in depth analysis, critical appraisal and interpretation of data or complex information from all sources to support decision making including highlighting exceptions and risk. Presenting complex information on all aspects of function/practice in a clear, understandable and audience-appropriate manner to senior management and board level groups. Ensuring that best practice is developed and delivered across the ICS, challenging ways of working and persuade, motivate and influence others to realign their practice where necessary.
Advising on innovative opportunities including identifying developments involving medicines to inform prescribing plans and identify opportunities for potential QIPP initiatives and ensure value for money. Supporting the Joint Director of Medicines, Pharmacy and Clinical Policy to plan medicines allocations and commissioning. Developing and implementing systems to ensure information is properly managed and best practice is shared across the team and the wider NHS organisations. Developing and monitoring prescribing policies and guidance to support the optimal use of medicines for patients in primary care as well as contribute to the development and implementation of general policy and service development.
Supporting the proposal and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLAs) which may impact within the service or at a Place level. Contributing to the review and development of existing information management systems and to the development of an integrated approach to project management. The post holder will need to maintain a good knowledge of emerging policies from government departments and clinical groups. Collecting and reporting on information of expenditure on medicines and primary care commissioned services relating to medicines within the organisation and other relevant governing bodies.
Supporting the oversight and management of relevant aspects of the teams budgets, including budgetary responsibility and evaluating the value for money of new contracts, monitoring the performance of existing providers and ensuring that provider performance aligns, and complies with contractual terms and conditions. Act as a professional in their own right, being accountable for own professional actions, guided by national protocols and legislation. The post holder is also required to act independently within agreed personal objectives and organisational priorities. Act in a way that is compliant with ICB Standing Orders and Standing Financial Instructions in the discharge of this responsibility.
Constantly strive for value for money and greater efficiency in the use of resources, securing of value for money, giving due consideration to all relevant factors including risk, quality and other factors. Responsible for the management of team members including recruitment, performance management and training and development activity across the team where necessary. Use appraisal and development policy and procedure to ensure that appraisals are undertaken regularly.
