The programme portfolios reflect the agreed areas of recovery work being focused on by the North West London ICS. This role has been aligned to these areas of focus and is where post holders can expect their initial focus to be. The ICS expects to work in a dynamic and agile way and post holders will be expected to work flexible across programmes or into new programmes as these emerge. ICS priorities will be kept under review and changes to post holders work and areas of focus will be commensurate with grade.

Effective management and co-ordination the Mental Health, Learning Disabilities and Autism Programme delivery and development Board(s) in collaboration with the Chair including oversight and effective management of any conflict of interest issues arising. Lead on relevant contracting issues relating to add function, where appropriate liaising with NHS England (London). Work with local authority and other system-wide stakeholders to ensure requirements meet the needs of population changes and new models of care. Delivery of timely and effective reporting to local committees and partnership groups.

Develop and implement operating plans as required by national guidance, working with ICS teams, Local Authority, local borough teams. Line manage team members including appraisal, development of Personal Development Plans and all aspects of people management. Contribute to development of the management team as part of the Senior Management Team and work in a matrix fashion with other local teams including health outcomes, strategy and transformation and equality and engagement. Promote a culture that embraces equality and strives continuously to reduce inequality in both access and outcomes for all North West London residents.

Programme Management Lead identified projects and programmes across North West London within (area), including: Establish a clear programme of work and set of deliverables, articulating outcomes and benefits that will be delivered (clinical and financial), timescales for delivery and resources required. Manage projects and programmes to deliver to these agreed outcomes and timescales. Ensure programmes of work are centred around reducing inequalities and agree clear, measurable metrics to assess progress. Ensure delivery of the North West London finance schemes associated with this programme.

Ensure that the programme has robust management structures and processes including: delivery plan, risk and issue management, governance, reporting, change management, dependency management. Ensure regular programme board meetings are held and that these are effectively constituted to perform their role; receiving appropriate and timely information to do so. Support local areas and providers in local implementation of models of care to agreed North West London principles. Ensure proactive and effective links with enabling workstreams including Business Intelligence, workforce and communications.

Through effective outcomes management ensure programme are delivering to constitutional standards. Transformation Skills Develop transformation tools and techniques to support effective implementation work to ensure probability of successful change is increased. Establish a robust set of metrics and data collection to enable progress to be measured across North West London. Ensure the spread of learning and innovative practice across North West London ICB and the wider health and care partnership including identification of best practice across North West London and wider.

Ensure appropriate engagement and co-design of solutions with other local stakeholders, patients, and carers. Functional responsibilities: Reducing Inequalities To ensure services are developed and provided in a way that provides equal access and care for all our residents. Promote approaches where residents views actively shape service and care provision. Use data and information to actively review and monitor the impact of services and decisions on our diverse population, taking action where necessary to ensure greater equality of impact.

Ensure Equality Impact Assessments are proactively undertaken for all service developments. Promote a culture that embraces equality and strives continuously to reduce inequality in for all North West London residents and staff. Operational FocusFinancial and Physical Resources: Manage resources and budgets pertinent to projects Have budgetary responsibility for specific programmes, this includes evaluating value for money of contracts, monitoring the performance of existing providers and ensuring that provider performance complies with contractual terms and conditions Ensure compliance with Standing Orders and Standing Financial Instructions in the discharge of this responsibility Play an active role in the senior management team including attending operations meetings, and team meetings Manage, motivate and develop staff within the team so that they are able to deliver at their best, ensuring t
