**Job summary**:
This is an exciting time to join the **Chief Digital Information Office (CDIO)** as the platform is a brand-new Digital Service that provides data analytics services, initially to the **Customer Compliance Group** and then over time to wider HMRC directorates.

The platform (SAS analytics software with an Oracle Graph Database at its core) ingests data from multiple sources and the Oracle Database is made available to Products, such as the Identification, **Detection Risking Service (IDRS)**.

**Job description**:
The **Service Owner (Platforms)** is a role that will lead a new team of around 20 staff to work with the **CDIO Platform Owner** to set the strategy and roadmap for the Minerva Platform, including defining new features and functionalities and act as a conduit between the Platform and demands from multiple Business Product Owners to ensure any changes are completed with mínimal wider impact.

The Platform Service Owner will be accountable for the co-ordination and prioritisation of the Platform roadmap and lead multiple scrum delivery teams in the delivery of both major and minor changes to the Minerva Platform. The platform uses DevOps/Agile methodology so overseeing frequent releases, both major changes (adding new Products, upgrades to the Platform) and periodical minor changes will be a regular part of the role. It will be important to drive the increase in HMRC’s ability to service multiple Products with a single underlying Platform, maintain a high performing team while identifying and addressing skills gaps and advocate professional development and learning.

Quickly obtaining a deep understanding of each product business area will be essential to identify and prevent negative impacts across the Products. Careful management of change priority conflicts between different business Product Owners will be part of the role.

Adherence to all governance and change processes will be key while aligning to wider HMRC budgeting and planning cycles.

**Person specification**:
In the role of Service Owner, you will be responsible for;
- Owning, creating, and maintaining a Platform Roadmap.
- Coordinating and prioritising demand for change from several Product owners which will increase over time.
- Leading the delivery of all change across the Platform.
- Managing a team of c20 resources organised into scrums and delivering major change initiatives on the platform.
- Owning the technical relationships with suppliers.
- All Service Level, Capacity and Service Continuity management of the platform (in conjunction with the Head of Service Operations).

Given the frequency of releases and the planning and oversight complexity from having multiple Products on a single underlying Platform, this role is crucial for the effective scheduling and completion of changes whilst minimising potential wider impact, ie. minimise the risk of service outage across all HMRC platforms as a result of changes.

**Essential Criteria;**
- An excellent leader with the ability to create and lead high performing and highly skilled technical IT Teams, with a successful track record in driving cultural change.
- Strong track record of delivery and prioritising change in coordination with multiple stakeholders.
- Ability to manage BAU budgets as well as the re-charge models.
- Experience of successfully building relationships with senior stakeholders, and working collaboratively with others.
- Ability to work under pressure and to respond quickly to changing circumstances & tight timetable as priorities evolve & escalate.
- Excellent communication skills and able to present and translate complex technical issues to various business stakeholders such as multiple Product Owners.

**Desirable Criteria;**
- Proven experience in technology-based Application Services delivery in a leading position - ideally as an Application Owner, Product Owner or Platform Owner.
- Ability to drive Platform delivery planning, development, and launch in an Agile / DevOps environment - with the requisite skills and experience to develop meaningful roadmaps.
- Delivery experience of Agile and DevOps delivery methods and processes
- Experience of leading Tech Transformation and Operations.
- Awareness of funding and commercial models in government sector.
- Hands on experience on SAS and/ or another Data Management, Business Intelligence Investigation and Analytics tools.
- An ITIL4 qualification.
