HMRC's Fraud Investigation Service (FIS) gives HMRC an effective investigation arm to enforce the Department's compliance policies and to deliver against strategic responsibilities across direct and indirect tax, criminal finance, excise regimes and frontiers.

FIS is home to a wide range of skills and professional backgrounds, including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensure nobody is beyond our reach.

I&B Operations work to counter the impact of fraud across a wide range of taxes with a base of 35 million customers, targeting the profit and assets to reduce the impact of fraud and ensure a level playing field.

**Job description**:
An Operational SIO is a leader, responsible for the delivery of quality criminal casework for prosecution in the I&B space. You will need to demonstrate excellent leadership skills, exhibiting HMRC commitments and support your team to deliver professional casework by:

- Leading a team of Officers and Higher Officers
- Lead, manage and drive forward complex and challenging investigations within your team using a wide range of tools and powers to deliver stretching targets
- Motivate your team to deliver quality results and continuous improvement while ensuring compliance with the appropriate legal and governance frameworks
- Develop a high level of knowledge, skills and understanding of your work stream and the wider FIS work streams
- Ensure staff have stretching learning and development plans, are well supported and have the right skills and tools to help reach their full potential
- Deputise for your Grade 7 Operational Lead at stakeholder meetings, forums and senior management meetings
- Manage a portfolio of criminal investigations
- Deliver against agreed targets and to agreed timescales
- Assure Disclosure in criminal cases
- Responding to requests in on-call situations
- Assure the work of Investigators for submission to court and approve the use of coercive powers
- Assure and approve offence reports before submission to CPS
- Build relationships and work closely with internal and external stakeholders including ISBC, WMBC, DWP, UKBF, Trading Standards, Police and trade bodies
- Collate and record data for management information, forecasting and other senior management requests
- Consider suspected fraud referrals for adoption for criminal investigation and recommend action
- Make clear decisions when in command of arrest and search operations, working with limited information to act quickly to preserve evidence and ensure health and safety of all
- Allocate resources efficiently, consider health and safety risks, plan clear investigation strategies and use criminal powers appropriately in a manner which stands up to scrutiny by the courts, internal assurance audits and external inspection bodies
- Appear in court where you will be accountable for decisions and activity undertaken during investigations

**Person specification**:
You will manage a portfolio of criminal investigations into a range of fraud types including VAT, Income Tax, Corporation Tax or fraud arising from any HMRC functions

You understand the impact that the use of HMRC's extensive powers can have on individuals and use your judgement in the exercising of them

You will engage with lawyers, internal and external stakeholders, Police and colleagues from other government departments during investigations, ensuring that the potential for conflict is minimised and that you collaborate across government to deliver quality outcomes
