**Can you interpret information, form a balanced impartial view and constructively challenge?**

The Office of the Police and Crime Commissioner (OPCC) is seeking to appoint people who live, work and study in Leicestershire to fulfil the role of Independent Panel Member for both Police Misconduct Hearings and Police Appeals Tribunal.

As a voluntary, independent Panel Member, you will sit on police misconduct panels in order to provide independent and impartial assurance that the decisions made during the proceedings are objective, reasonable, proportionate and fair. You will hear alleged breaches of the Standards of Professional Behaviour, including those that could amount to gross misconduct and dismissal.

The role is based on a zero-hour contract; it is anticipated that you will take part in a number of cases per year, on an as and when basis. Hearings will be of varying lengths, dependent upon the complexity of the case, ranging from one day to two weeks on average, in addition to advanced preparatory work.

You will serve a four-year term, with a review of continued suitability at the end of each year. There is an option to extend the term at the end of the initial four-year term if both parties agree, unless there are circumstances during the term whereby the
appointment has to be ended.

You will be given a fixed daily sitting rate of £211.50 per day or £104.50 half day rate, plus certain expenses.

**Key Accountabilities**
- Attending and participating effectively in misconduct hearings as required.
- Preparing for hearings by considering the relevant papers in advance, which will include reports and background information.
- Constructively challenging accepted facts and views in a hearing where appropriate.
- Following the procedure determined by the Chair of the Panel in order to review the facts of the case.
- Working with other members of the Panel to reach a view based on the balance of probabilities.
- Attending training that is relevant to the role and taking a proactive approach to considering what additional development may be appropriate.

**The must haves**
- To qualify for the role, you must live, work or study within Leicestershire. Leicester and Rutland and possess qualities such as integrity and independence of mind, commitment to equality, diversity and inclusion, sound judgement and an objective approach.
- be over 18 years of age at the time of appointment.
- No prior knowledge is required as you will be supported within the role and given training and development, including the opportunity to shadow panel members at hearings to gain experience.
