We have an exciting new opportunity for a** PMO **to Join Resource Solutions as a **Workforce Consultant.** As an Employed Workforce Consultant, you will benefit from permanent employment with Resource Solutions and will be deployed on an interim or project basis into our clients' organisations, in return we will provide you with the opportunity to develop your skills with ongoing training and professional accreditations.
**About the PSR**
Every time anyone uses a cash machine, transfers money, uses contactless, or gets paid, they use a payment system. The PSR is here to make sure that payment systems work for everybody that uses them, including by promoting competition and innovation.
This is a particularly exciting time to work at the PSR: the use of digital payments is growing fast; new innovations such as Open Banking are starting to take hold; and much of the infrastructure sitting behind inter-bank payments is being renewed. Meanwhile, new forms of payment system are being developed, on the back of so-called stablecoins and other crypto-assets. The Bank of England and HM Treasury recently set out plans for a potential Digital Pound.
This change opens up opportunities for more choice and better value payments for people and businesses, but also raises new challenges such as in the battle against fraud and in protecting those who might struggle as payments become increasingly digital.
More generally, payment systems exhibit some of the characteristics that cause issues in other regulated sectors: network effects, market concentration and barriers to entry. Reflecting this, the PSR was set up as an economic regulator with a broad set of sectoral powers and as a concurrent competition authority.
What we do matters and has a tangible impact on people's day to day lives: protecting access to cash for those who need it; tackling payment fraud and ensuring innocent victims get their money back; making sure businesses and their customers benefit from a good choice of how to pay; and supporting innovations that could help us all take more control over our payments.
The world of payments is a fast-moving and ever evolving one. The PSR must be agile and flexible in how we work to reflect this, and to ensure that the UK benefits from world-leading payment systems.
The PSR is an independent economic regulator led by Managing Director, Chris Hemsley, with around 130 staff and a growing workplan. Everything we do is guided by our statutory objectives to promote: the interests of people and businesses that use payment systems; competition; and innovation. We are directly accountable to Parliament and funded by the payments industry.
We work closely with other regulators involved in this sector, notably the Financial Conduct Authority, the Bank of England and the Competition and Markets Authority. Operationally we are an independent subsidiary of the Financial Conduct Authority, with whom we share an office and other facilities.
**About the team**
If you want to play an important role in shaping the way we deliver projects and programmes and ultimately support the PSR to deliver our Strategy, then this is the role for you. With the PSR covering a larger and more complex portfolio of work than ever before, you'll have exciting opportunities to work on different programmes and make a difference to how we all make payments.
You could be involved with work including:
- policy work such as account-to-account and card fees market reviews, Authorised Push Payment scams and the New Payments Architecture
- regulatory reforms e.g. from the Financial Services & Markets Bill
- enforcement casework
- embedding our Strategy
- intelligence monitoring
**What does the role involve?**
As we grow and evolve it's more important than ever that we carefully plan and prioritise our work programme and use our resources efficiently.
That's where you come in - you'll be driving delivery of some of our most high-profile programmes. We're looking for someone with significant delivery experience, who can manage large projects or programmes, has a sound understanding of appropriate regulatory project management methodologies and is enthusiastic about working with the wider organisation to embed our project management office.
To coordinate and project manage the establishment of a new division. Develop programme plan and governance structure, supporting project documentation, critical path, decision gateways etc. Held to account for the delivery of the plan (and in managing the contributions of those involved in delivering the project strands).
