**Job summary**:
This is an exciting opportunity for a policy and delivery professional to contribute toward the Department for Levelling Up Housing and Communities (DLUHC) efforts to support people, places and communities across the UK to thrive, and shape the Departments levelling up agenda in NI.

We are seeking to fill three Northern Ireland Policy & Delivery roles within the Union and Devolution Directorate (UDD) in DLUHC. UDD has a cross-government role to lead the UK Government's approach to ensuring the benefits of the UK are clear, visible and recognised by all citizens. The NI Team contributes toward the delivery of this overarching objective and importantly plays a key role in shaping and ensuring the successful delivery of DLUHCs Levelling Up agenda across Northern Ireland - shaping policy and supporting successful delivery of its funds.

The nature of the Union and Devolution Directorate and the objectives of the NI Team mean that we work with a wide array of partners to achieve our goals, both in each of the individual parts of the country that we respectively serve but also across Government. Within the NI Team we work at different levels, from individual projects and with small communities to the large sub-national strategy.

This is a challenging, cross-cutting whole of Government agenda, and our work supports and complements delivery of other Government high level priorities including delivering levelling up in Scotland, Wales and Northern Ireland.

**Job description**:
Developing a strong understanding of the political, policy and delivery landscape in Northern Ireland and it interface with UK Government policy - using this expertise to define our strategic approach and secure its successful implementation;
Identifying and creating policy opportunities which define UDD strategy in Northern Ireland, working with research teams and analysts to understand and strengthen the evidence base;
Providing expert advice and support to policy teams to deliver projects in Northern Ireland, both directly and in negotiation with the devolved government and wider local stakeholders;
Building effective relationships with Departmental devolution, funding and policy teams and across UK government to influence and progress our objectives - driving forward policy development and delivery as required.

Building strong relationships with local partners and stakeholders, including the Northern Ireland Civil Service, local authorities, and a wide range of organisations across the public, private and voluntary sectors.

Providing expert advice to support the delivery of the levelling up agenda through well informed placed based intelligence, including for defined sub regional geographies and/or sectors as required.

Establishing strong relationships across DLUHC funding teams and with key local partners and projects to support the design, delivery and performance of DLUHC funds in NI. Using insight and relationships to lever solutions where issues arise.

Providing sound, timely advice to Ministers on matters relating to Northern Ireland, informed by evidence and engagement.

Delivering high quality briefing for Ministers and Senior Civil Servants, and supporting Ministerial and other visits to Northern Ireland.

Line management of one or more team members.

Contributing to building an inclusive culture in the team and wider directorate.

This role will allow the post holder to gain experience of working across disciplines and departments, bringing operational delivery, political analysis and policy making together.

Essential Criteria
- Experienced, self-starting policy official capable of working at pace at the intersection of policy and politics.
- Able to work effectively across Government, with an ability to navigate technically complex and politically sensitive issues - and work with others to find solutions.
- Comfortable and resilient working in ambiguous and changing circumstances and identifying opportunities as they emerge.
- Experienced stakeholder manager who will be comfortable building and fostering constructive relationships with a wide variety of stakeholders across UK Government and throughout Northern Ireland.
- Strong organisational skills, and an ability to manage multiple competing policies and projects.
