**Job summary**:
At the Cabinet Office we support the Prime Minister and Cabinet Office ministers in delivering the government’s key objectives. The Cabinet Office is both a “corporate centre” for government and a policy department in its own right that challenges, supports, leads and provides services to other Ministerial Departments.

The Cabinet Office currently employs 6,000+ people who are in a variety of roles across the UK.

**COBR Unit**

The COBR Unit leads the Government’s response to acute emergencies - domestic and international, malicious and non-malicious - and drives further professionalisation of emergency management within Government. The unit sits within the National Security Secretariat.

The post in the Readiness and Response team in the COBR Unit provides an exciting opportunity to work at the centre of the Government’s emergency readiness and response programme.

Operating across Government, your work will be key in driving readiness at both the national and local level for the biggest risks that threaten the UK. You will be part of a small team, working to enhance the UK’s short-term resilience, and leading the Government's response to near-term crises as they arise.

**Job description**:
This role sits on the strategy and planning function within the Readiness & Response team in the COBR Unit.

This is an exciting opportunity to support, and lead on workforce and operational planning for both steady state and crisis response activities, across all thematic civil contingency desks.

**The key objectives are to**:

- Develop and maintain a Cabinet Office Crisis Cadre drawn from across Cabinet Office, by actively managing and promoting the scheme alongside delivering a number of events and engagements across the year.
- Work with the Crisis Management Excellence Programme (CMEP) to identify and establish training requirements that build a network of appropriately skilled volunteers to support future crisis response.
- Work with teams across Cabinet Office to workforce plan for large-scale preparedness activity, no-notice response and set piece exercises.
- Provide a link to other parts of the National Security Secretariat to identify efficiencies for duty arrangements alongside maintaining duty arrangements on behalf of the COBR Unit.
- Provide a link to HR Business Partners, ensuring compliance with Cabinet Office HR processes, and leading recruitment logistics.
- Play a role in supporting the wider COBR Unit responses to any civil emergencies across a range of thematic areas, working across teams in the Cabinet Office to resource and deliver crisis response service.
- Champion and lead an innovative learning & development and wellbeing offer for the Readiness & Response team with a focus on professional development.
- Line management of 1 EO.

**The main deliverables of the post are**:

- Design and maintain a project plan to develop a **crisis cadre of Officials** from across Government, designing an on/offboarding process and building the capability to surge in to no-notice crisis response.
- Develop and maintain a **duty resourcing model**, ensuring the COBR Unit is appropriately resourced to respond to no-notice incidents 24/7.
- Oversight and implementation of a **wellbeing strategy **for COBR Unit.
- Manage a quality** crisis management service for COBR** across policy, situation cell, and operations functions in response to civil contingencies risks through effective staff rotas.

**Responding to emergencies**

COBR Unit on call rota: you will be asked if you wish to join a formal COBR Unit on-call rota for civil emergencies, to monitor emerging risks and form the backbone of initial responses where necessary.

Civil emergencies: In addition to your normal day-to-day role, you may be called on to fulfil roles across the COBR Unit response team to assist the Government’s response during a civil emergency. You will be expected to be part of any response structure that supports this evolving situation, often contributing outside your normal area of responsibility. You may be required to occasionally work longer and some unsociable hours for which Cabinet Office overtime policy will apply.

Given the nature of this role when a crisis occurs you should expect to work in a central London Office. Outside of crisis working the team adopts a hybrid model but you should expect to be in the London Office at least 40% of your time each week.
