**Principle Purpose of the role**

Three years of growth through the police uplift programme has seen the most significant change in the police workforce for many years. The skills required in policing have broadened. Not only do we need people who demonstrate our values, with strong, empathetic interpersonal skills to build relationships with victims, communities and across partners, but we need ever more specialist skills that requires careful planning and consideration to meet the operational needs of the organisation. As a workforce planning team, we need to look ahead, to plan and prepare for a more transient workforce, enabling people to develop and retain their skills outside of policing, with greater movement in and out of the service.

We are looking for someone who has experience in advising in an HR environment and be proficient in upskilling and supporting senior managers. You should have excellent interpersonal skills, with experience of presenting data and reports to a variety of audiences, identifying risks and working collaboratively to mitigate.

You will be working in a small team which covers both Norfolk and Suffolk Constabularies. The work is varied, dynamic and interesting, with an excellent team environment. The team now largely work from home with occasional requirements to attend the office, but agile working is available. There are flexible working opportunities along with access to the force’s sports and social club and local government pension scheme with an employer contribution of 20%.

**Main Activities of the Role**
- Represent workforce planning at constabulary meetings, interpreting workforce planning reports to identify risks, and offering practical solutions in relation to people
- Day to day supervision of officer postings and movement through the workforce planning co-ordinator
- Provide specialist advice and guidance to customers in respect of Workforce Planning related matters
- Maintain knowledge of best practice and developments in workforce planning and related arenas
- Ensure the efficient and effective deployment of resources whilst influencing and negotiating with stakeholders across the Force. Adopting right person, right place, right time principles
- Identify opportunities for improvement to ensure better service and processes for workforce planning stakeholders
- Review and provide insight to force policy, procedure and guidance relating to WFP
- Supporting the workforce planning specialist in strategic workforce planning, as directed by the head of HR Strategy and Planning
- Carry our project work and participate in working groups as required by the People Directorate
- Any other duties that are commensurate with the role and grade as may be requested by management

**Person Specification**

It is essential that applicants meet the following criteria:

- Proven interpersonal skills within a work environment, with a strong ability to build relationships with stakeholders from all levels of the organisation
- Proven experience in an advisory capacity
- Proven organisational and interpersonal skills with experience of prioritising, planning, and advising complex queries
- Excellent verbal, written and communication skills with the ability to adjust style to suit audience
- Experience of collaborating with internal partners to deliver organisational improvements
- Proven ability to interpret data, identifying relevant themes and advising on findings
- Ability to use Microsoft office software
- Ability to travel through Norfolk and Suffolk including remote locations and flexibility to work outside of normal office hours as requested

It is desirable that applicants meet the following criteria:

- Assoc CIPD (Level 5)
- Experience as a HR Advisor or equivalent
- Previous experience of supervision of a small function or team
