**Job summary**:
Decision Making and Appeals (DMA) is a specialist unit which manages all DWP appeals to Upper Tribunal Judges and the higher courts. We are also responsible for legal guidance published in the Decision Makers Guide (DMG) and Advice for Decision Making (ADM). Further support is provided by way of a complex case guidance service for front line decision makers.

Supporting welfare delivery is another significant area of the unit’s work. In advance of drafting legal guidance, this involves scrutinising ministerial submissions, instructions to lawyers and draft regulations to ensure that they are accurate, correctly reflect case law and reflect policy intent.

The DMA is a Directorate within Policy Group and has over 60 staff based in Quarry House, Leeds the Technical Expert Author role involves liaison and close working with Strategy, Lawyers, SDT, Policy and Operations.

The post to be filled deals with how capital is treated across numerous benefit lines, and the imposition of the Benefit Cap in Universal Credit (UC). Some additional responsibilities are for more generic topics, such as the Introduction and Evidence guidance in UC.

**Job description**:

- Delivering support for Decision Makers (DMs) and appeals work to agreed quality standards and to deadline
- Supporting and developing new EO recruits through mentoring and coaching for 2-3 days each week, or as required
- Supporting lawyers effectively in the handling of higher court appeals and other complex cases; oral hearings before Upper Tribunal Judges; developing legislation to deliver policy intention, taking account of case-law, and helping DWP manage its legal risk duties
- Developing and delivering solutions to issues identified in using guidance to improve the quality of decision making
- Seeking constantly to improve the service provided to customers to reflect their changing needs.

- To job shadow Authors and mentor EO Trainees
- Attendance and participation at meetings with internal and external colleagues
- To work with Authors to ensure continuity during periods of Author absence
- Work or assist on legislative amendment packages and/or memos
- Complete QA packages
- Develop and nurture stakeholder relationships Lawyers, Policy, SDT for example, learning about their work and how they interact with DMA at the HEO level to assist with the units Appeal and Guidance clearance where demand requires
