**Job summary**:
The Resourcing team is transforming to focus on delivering a strategic resourcing service to enable the Scottish Government to attract and retain the best talent to deliver for the people of Scotland.

This role will be responsible for developing and implementing a programme of Resourcing policy changes to enable the organisation to recruit inclusively and flexibly whilst maintaining compliance with relevant legislation.

As Resourcing Policy Lead, you will contribute to a wider policy review in Resourcing, ensuring our Resourcing policies are fit for the future of the Scottish Government and support the organisation to achieve its’ strategic objectives.

This role will involve collaboration with People Directorate teams and in particular those teams responsible for attracting new employees, HR policy, and HR Business Partners, as well as more broadly in Scottish Government including procurement and business continuity teams.

**Job description**:

- Leading the development and delivery of resourcing policy in key areas such as advertising and assessment, for both delegated and SCS grades
- Working collaboratively with the Council of Scottish Government Unions to implement improvements to existing policies.
- Delivering improvements to our Resourcing Policy that support commitments to improving the diversity of the Scottish Government workforce
- Oversight of FOIs, PQs and FMQs.
- Contributing to wider policy changes across People Directorate, as part of the implementation of the Oracle Cloud shared services programme
- Identifying opportunities to support organisational aims via Resourcing policy.
- Engaging with Scottish Government delivery bodies on Resourcing policy
- Leading a small policy team, providing support and coaching.
- Leading policy interactions with the Civil Service Commission and UK Government departments.

**Person specification**:
1. Ability to lead consultation with a variety of stakeholders on the creation of new policies and ways of working.

2. Experienced in developing new ways of working and understanding how to implement change across a diverse range of users.

3. Excellent communication skills, being able to influence senior partners across the organisation in a policy making context.

4. Strong understanding of how policy decisions can contribute to organisational outcomes.
