The post holder will provide the Trust with strong leadership and strategic direction in the field of Clinical Engineering (formerly EBME) and medical device management - communicating regularly with clinical staff, managers and directors to advise and support on all matters relating to the organisation’s medical devices.

Clinical Engineering is a specialist team engaged in overseeing all aspects of medical equipment management, which spans from research, design and installation, through to maintenance and eventual disposal. Incorporated within Clinical Engineering is the Medical Equipment Library (MEL): whose primary focus is distributing medical devices where needed, in a timely manner. Therefore, comprehensive practical knowledge; relevant qualifications; technical expertise of managing such services; and working with highly specialised medical devices and multi-disciplinary teams across the organisation are fundamental to this position.
- Act as organisation’s principal technologist and medical device lead, providing comprehensive technical leadership and strategic direction in the specialised field of medical device management.
- Play a pivotal role in formulating and subsequently overseeing the Trust’s recently approved ‘Medical Device Strategy’, ensuring it embodies the organisation’s vision of providing ‘safe, personal and effective’ care.
- Operational management of Clinical Engineering resources
- Supporting each Division to create replacement schedules in accordance with business plans, quality improvement and service development
- Governance and regulatory affairs
- Contribute towards, evaluate and support decisions on the clinical needs for choosing and replacing medical devices - advising clinical, technical and management staff accordingly
- Together with clinical directorates, help develop business plans for new and replacement equipment.
- Plan and influence installations of new equipment - ranging from single items, integrated systems to hospital refurbishments and new builds
- Lead in the implementation of automated, digital systems, providing research and technical assistance relating to medical equipment connectivity and data acquisition - mediating between Clinical, Clinical Engineering and IT personnel
- Establish and support strategies for cross-divisional learning across the organisation and sharing/developing best practices on issues involving medical equipment.

There are two private finance initiative (PFI) schemes for parts of the buildings at Royal Blackburn Teaching Hospital and Burnley General Teaching Hospital sites, valued at over £70m and £20m respectively. We have made major investments in our healthcare facilities, particularly at our Burnley General Teaching Hospital site which saw the opening of our Elective Centre and Chemotherapy and Breast Clinic in 2017. Continuous investments in our health care services allow us to provide state-of-the-art facilities and equipment.

By working closely with our adult community services we can ensure that all patients have a high quality service whether they are in hospital, in the community or their own home.

**Responsibilities**:
Alongside strategic responsibilities, the post holder will have operational accountability for all financial and physical resources of the Clinical Engineering department and MEL. He/she will be integral to overseeing the annual medical devices replacement schedule and assist each Division with their respective maintenance budgets.
