**Job purpose**

The main purpose of this job is to coordinate the work of the Monitoring and Evaluation (M&E) department through the implementation of OC’s long-term and short-term M&E third party monitor (TPM) evaluation projects and programmes across Asia and Africa. This will include developing close relationships with the field offices, partners, maintaining and managing budgets, managing staff, creating media materials, and completing internal and external reports. This position will also need to work with the Business Development department to secure new projects and write concept notes to attract donors. We highly encourage experienced people from Midlands

**Job Description, Main Duties & Responsibilities**:
Monitoring and Evaluation specialist will be responsible for:

- Lead on M&E and research projects and ensure project milestones are met, from inception to final deliverables.
- Oversee reporting as part of Third-Part Monitoring (TPM) for baseline, midterm, final evaluation as well as action-based and verification assessments.
- Deliver capacity building trainings on a range of M&E methodologies, techniques, concepts and learning tools, as well as contribute to the overall internal learning and development efforts in the M&E department.
- Ability to be responsible to provide TPM on several projects at a time.
- Ensure M&E and research projects strictly adhere to M&E Teams’ established quality assurance protocols
- Contribute to the design and development of future project proposals.
- Ensure that the M&E team including the field team have clear guidance on project methodologies, workplans, and client needs.
- Responsible on creating the projects workplan for the M&E department and lead the M&E Team.
- Responsible on creating the field data collection plan and ensuring its implementation.
- Responsible on creating and approving data collection tools quantitative and qualitative (HHH surveys on KoBo ToolBox, Focus Group Discussion, Key Informant Interviews and Observation Checklists).
- Preparing the weekly/monthly plans for monitoring and evaluation of project activities.
- Preparing the projects progress reports on results indicators.
- Supervise data assurance and data cleaning.
- Draft high-quality reports based on primary and secondary data that include usable recommendations
- Ability to analyse and write programmes indicators for Baseline Assessments.
- Conducting periodic and systematic data collection and analysis of the needed evaluation results indicators, in conjunction with relevant projects/program activities.
- Preforming desk-research for each project and analyse the data with OC’s collected data.
- Responsible on ensuring data collection is being done as per the data collection plan and resolving any field problems.
- Responsible on verifying and data assuring all raw data collected.
- Preparing a clear and transparent filing system of regional project activities.
- Provide timely inputs for new initiatives and improvements on M&E issues to the management team.
- Collect and prepare communication and visibility materials (project overviews, project fact sheets, success stories, website material, etc.);
- Ability to travel and work in challenging environment in short notice (one to two weeks’ notice).
- Perform any other task assign by OC Team.

**Job Requirement**:
**Essential Qualifications/Experience**:

- Bachelor’s Degree (Masters preferable) in social sciences or equivalent.
- 2-4 years of professional experience in monitoring and evaluation of Agriculture, Food Security, Emergency Response, Shelter, WASH, Medical, Women empowerment, Income Generation and/or development projects.
- Fluent in English (a second language is advantageous).
- Knowledge and experience of M&E tools, methodologies, and approaches (including data collection quantitative, qualitative as well as participatory).
- Understanding of planning and implementation of M&E systems.
- Management and team leadership ability.
