We have a new opportunity for an AUTHORISING ENGINEER (Electrical) - based with our Client on the AWE Burghfield Site in Reading, Berkshire.

ROLE OVERVIEW

To be eligible for appointment, an Authorising Engineer should:

ideally be SC or DV cleared - or willing and able to obtain and maintain the security clearance required for the role - minimum SC.

Be an Electrical Engineer with practical and relevant technical engineering experience of the types of system and equipment relative to their appointment.

Have previously completed an approved Authorised Person initial training course and operated as an appointed Authorised Person for a minimum of five years

Have satisfactorily completed an approved Authorising Engineer training course in the last five years

Be familiar with the different types of equipment, installation and system in use within the area for which appointment relates to

Have electrical knowledge & experience of the systems and installations in use in the area for which they will become responsible.

Be able to demonstrate their competency and suitability for the role by demonstrating a good understanding of the management tasks involved and knowledge of the ‘Electrical safety guidance for low voltage systems

Have completed a recognised electrical apprenticeship or electrical engineering training and or an industry recognised electrical qualification

Have proof of skills

Have previous experience in the development, implementation, monitoring, administering and auditing of electrical safe systems of work

Ideally have experience of undertaking an Authorising Engineer role previously.

Ideally be or be working towards a Chartered or Incorporated Engineering Registration.

Needs a comprehensive understanding of HSAWA, EAWR, CDM, risk assessments, safety systems, safety cases and SSoW.

18th Edition IET Electrical Regulations.

SMSTS (or equivalent CDM course)

The Authorising Engineer role shall include but not be limited to the following:

Assess and recommend in writing sufficient Authorised Persons to provide the necessary cover for all systems and installations for which the company has responsibility.

Ensure all electrical Dangerous Occurrences are investigated and Project Electrical Safety Operating Procedures are reviewed and updated as required and inform SHE Dept. as appropriate.

Define the exact extent of the systems and installations for which each Authorised Person is responsible and, where appropriate, any part of the system which is excluded from the Authorised Person responsibilities.

If necessary, suspend or cancel the appointment of an Authorised Person and withdraw the appointment.

Maintain a register of all Authorised Persons and pass this information to the Designated Individual (DI)

Ensure that candidates for appointment as Authorised Persons, satisfy the qualification requirements, satisfy the training and familiarisation requirements, can demonstrate adequate knowledge of each system, installation and type of equipment for which authorisation is sought, have satisfied the Authorising Engineer as to their competence and ability.

Induct AP’s into their duties. Ensuring 100% coverage across the business area of responsibility, ensure all AP’s understand their duties.

Issue to each Authorised Person on appointment, a certificate valid for a period not exceeding three years

Report to contract senior management any deficiency in the number of suitably trained and experienced Authorised Persons where this significantly impairs management’s ability to provide a safe and efficient service

Reviews each Authorised Person operational experience at intervals of not more than three years by examining the relevant operating records of the system(s), and recommends refresher training as necessary

Initiates and coordinates the investigations of reported injuries and dangerous occurrences involving electrical systems and installations within the Authorising Engineer sphere of responsibility.

Agree any interpretation of the Project electrical safety operating procedures, any specific contract rules and any deviation that may be necessary for their application and report same to the Designated Individual (DI)

Ensure any amendments to the Project electrical safety operating procedures are brought formally to the attention of, and are understood by all appropriate personnel

Notify the management of any known defect reports or operational restrictions which affect the safety of operational procedures issued by a distribution network operator, manufacturer or supplier of electrical equipment which is applicable to equipment within the areas for which the Authorising Engineer is responsible

Ensure that a system is in place to circulate relevant information on operating restrictions and dangerous occurrences to all Authorised Persons

Agree in writing with the (DI) any local deviation from the Project Electrical Safety Operating Procedures that may be necessary for their application to a particular item of equipment or location

At random intervals, the Authorising Engineer is to audit/ review all Authorised Persons. These reviews should include a meeting with the Authorised Person and a brief review of the systems and installations to which their appointment refers.

The Authorising Engineer shall liaise with colleagues to ensure good electrical practice and consistent application of the Project Electrical Safety Operating Procedures. At intervals not exceeding one year, the Authorising Engineer is to undertake comprehensive audits of the safe systems of work and safety procedures required by the Company Low Voltage Operating Procedures. Separate audits are to be carried out for each site to which the Authorising Engineer has been appointed.

A written report of the audit is, listing satisfactory items and any deficiencies found, and recommendations made. This is to be issued to the Authorised Person for the site for action as necessary. A copy of the report with a summary of the findings is to be issued to the Technical Director and the Designated Individual.

The Designated Individual is to acknowledge receipt of the audit report, make any comments considered necessary and compile an action plan in consultation with the Authorising Engineer

The overarching responsibility of the AE is to manage and co-ordinate Electrical safety against the approved project procedures. This will include overseeing management of the permit office and co-ordination of the Electrical AP’s via the SAP, provide due governance and management to meet the Nuclear Licence Conditions, QMS and Project Delivery processes and procedures
