Job Description

Service Care Solutions are recruiting on behalf of a Local Authority in Somerset for a Head of Strategic Finance to join the team on a temporary basis. The Head of Strategic Finance is responsible for providing high-quality financial, strategic accounting advice to major services within the Council. They are responsible for the financial health of the Local Authority, working closely with the Service Director Finance & Procurement to ensure the development of the financial strategy, assessing investments, and ensuring legal and regulatory compliance.

Main responsibilities

Leadership and Team Development:
Provide clear leadership to deliver strategic priorities and financial targets as a member of the Senior Leadership Team.
Lead and develop the Strategic Finance Team, fostering a culture of continuous improvement, diversity, and high employee engagement.
Strategic Financial Management:
Lead and coordinate financial strategy, including budget setting, budget monitoring, and tax setting.
Ensure compliance with financial regulations and best practices and provide strategic financial advice and analysis to support data-driven decision making.
Governance and Compliance:
Ensure necessary governance arrangements and reporting structures are in place for strategic finance.
Maintain compliance with statutory or regulatory duties and uphold standards of best practice across financial activities.
Capital and Investment Management:
Oversee the Council's capital programme, investment portfolio, and treasury management activities.
Ensure effective management of investments to achieve returns, manage risks, and support the Council's long-term financial goals.Candidate Requirements

Fully qualified Accountant (CCAB or equivalent) with significant post-qualification experience in complex organisations.
Extensive knowledge of local government finance, including detailed understanding of local government funding and pensions.
Proven track record of making significant positive impacts through system and process improvements.
Experience in strategic management and leadership across organisational functions, directing substantial resources over long-time frames.
Demonstrated ability to work with and influence stakeholders and partners, providing leadership regarding work-related systems, processes, and challenges.
