The consultant should offer as close to full-time working as they can within this budget.Climate17 is delighted to be partnering with The Greater South East Net Zero Hub (GSENZH); a high-profile government-backed project group designed to develop and support the delivery of projects to accelerate the UK’s transition to Net Zero. To date, the Net Zero Hubs, set up by the UK government in 2018 and funded by the Department for Energy Security & Net Zero (DESNZ), have supported 200 major net zero projects valued at over 4Bn including large-scale solar, Heat Networks, Smart Grids, domestic retrofit, hydrogen development, public estate-wide energy opportunity assessments, fleet and depot decarbonisation, network constraint, building decarbonisation & research & development.The opportunity We are seeking an independent contractor/ consultant to be an expert in Place Based Net Zero Investment who can evidence thought-leadership and a track record of interventions to drive place-based net zero investment. The consultant will form an integral part of the Finance Support Service that is being established as part of the Local Net Zero Accelerator (LNZA) Programme, working with three leading Combined Authorities to develop their net zero investment programmes.Key responsibilities:Support the Finance Lead with strategic directionProvide the Finance Support Service and programme delivery team with subject-matter related support and guidanceEngage directly with Local Net Zero Accelerator pilots and providers of advisory services to problem-solve, derive insights and build a knowledge base on place-based net zero investment strategiesConvene and join Challenge Working Groups with representatives from the Pilots as neededDerive insights from knowledge collected and synthesised by the Finance Support Service teamProvide links to investors / financial institutions Advise on setting up and running investment fundsThe ideal candidateA minimum of 10 years’ work experience at a high-profile investment bank or securities firm(s) operating at a minimum of Vice President or equivalent level;Direct work experience of the provision of financial advisory services to include direct experience of equity and bond markets either as a trader, sales or structuring and direct experience of fund origination / fund structuringEvidence of provision of financial advisory services in the net zero spaceEvidence of working with public sector clients in either the net zero space or financial advisory or bothPossession of recognised investment qualifications, e.g. CFA Chartered Financial Analyst (CFA) Certified Securities Trader (CST)Demonstrate a deep understanding of place-based decarbonisation and an understanding of the interactions between the different elements of designing and delivering place-based decarbonisation.Possess or as a minimum display a route-map to a developed framework for place-based decarbonisation delivery from the outset so that projects can be accelerated, and learnings initiated, as soon as possible, developing that framework further through the life of the project.Evidence of clarity on the identified challenges and interactions for place-based decarbonisation from the outset – what are the questions that need answering and can be embedded in the projects – where are the opportunities to answer those questions – what are the new questions? Ability to cite prior work.Demonstrable expertise in the most likely cross-cutting challenges, ideally with experience of developing place-based decarbonisation projects in specific places. Key focus on governance, citizen engagement, place based public policy context and finance/funding. Ability to cite prior work.Demonstrate an understanding of the interaction between wider place-based enabling infrastructure (at city/town level, e.g. heat networks, EV charging networks etc) with the hyper-local, fragmented investment required in and around individual buildings, including financial and technical synergies within the context of people and place. Ability to cite prior work.We recognise that consultants with different backgrounds may be able to fulfil the role, and welcome their interest.  However, it should be noted that the consultant must have a strong and proven finance and investment background.Contracting Cambridgeshire & Peterborough Combined Authority, as the responsible body for the Greater South East Net Zero Hub, will contract the consultant following a procurement process.  Candidates should note that the procurement will be a competitive process based on three quotes. Commercial sensitivity This role involves exposure to commercially sensitive information, and the Consultant will be working under a personal confidentiality agreement (NDA).  If the Consultant works for or is affiliated with a company, they should be clear that information from the LNZA programme is not to be shared within their company. Budget: up to 8k / month. The consultant should offer as close to full-time working as they can within this budget.Duration: immediate start through to 31st March 2026.
