Head of Regulatory Support
Location - London – Manchester – Nottingham - Hybrid working model.

DCC is seeking an experienced and knowledgeable professional to join our team as the Head of Regulatory Support. The team operates a business partnering approach – proactively working with DCC functions and programmes to provide day-to-day regulatory advice and support as needed to ensure DCC remains compliant. The provision of expert analysis, advice and an ethos of continuous improvement are essential to enable DCC’s success.
Thought leadership in the provision of regulatory support: Whether it be in products, process or priorities, the Head of Regulatory Support will demonstrate exceptional communication skills and a track record in providing new perspectives, expert advice and insight to deliver on the regulatory challenges faced by the business. Day-to-day regulatory support, guidance and interpretation: Provide expert guidance and interpretation of the regulatory framework to the business. This includes understanding and analysing complex regulatory requirements, industry codes and standards, and translating them into actionable advice for the organisation.
Contribute to DCC’s strategic direction from a regulatory perspective Supports teams in translating strategy into realistic plans. Helps others to ensure plans are aligned and focused on the most impactful areas.
Oversee the delivery of regulatory products: Oversee development of DCC regulatory products to support functions and programmes. Document/product delivery must be aligned with DCC’s functional and programme priorities and timelines to ensure that regulatory processes do not contribute to any delays.
Stakeholder Engagement: Engage with regulatory authorities to support functions and programmes in their objectives. Represent the company's interests and contribute to formal DESNZ meetings - for example, at the lifecycle level (Concept to Contract, Contract to Market and Market to Retire). Build and maintain effective relationships to influence regulatory decisions.
Lead a team of regulatory professionals, fostering their development. Lead Smart DCC's regulatory support team with around 10 regulatory experts, embedded in functions and programmes.
Identifying and managing regulatory risks and issues. Ensuring development and delivery of all regulatory products to time and quality.
Establish effective relationships to stay on top of key DCC priorities and risks, influence regulatory decisions and maintain a proactive approach to regulatory affairs.
Budget management for the team, ensuring DCC has access to the contractor / consultant resource as needed to meet team objectives and priorities.
Extensive experience in regulatory affairs, preferably within a regulated company.
Excellent understanding of the smart metering sector, industry codes, and associated regulatory obligations.
Exceptional interpersonal, communication and written skills to effectively engage with stakeholders at all levels, both internal and external, including Executive and Board level interaction. Able to call out regulatory risk and issues and propose solutions to senior managers, and to clearly explain regulatory matters to senior external stakeholders
Strong financial acumen to manage budgets, develop accurate forecasts and implement cost saving measures as needed for the team.
Proven track record in providing strategic thinking and thought leadership in regulatory support.
Exceptional analytical and problem-solving skills, with the ability to assess the impact of regulatory changes on business operations and interpreting complex regulatory requirements.
Experience in horizon scanning policy landscapes and analysing change and interpreting what that means for an organisation
Able to lead a broad team, set priorities, manage performance in an envelope constrained by DCC’s cost-controlled set-up.
