Local Maternity & Neonatal Systems (LMNS) were established to drive the transformation of Maternity and Neonatal services for the delivery of safer and more personalised care. This followed the publication of the Better Births Five Year Forward View (2016) for NHS Maternity services in England, which recognised the fundamental importance of locally led transformation with support from regional and national levels. The national Maternity and Neonatal ambitions were further built upon by the NHS Long Term Plan and the Maternity and Neonatal Three-Year Delivery Plan and remain a key part of ICS Operational Delivery Plans each year.


They will be guided by national LMNS guidance, strategies, requirements and national programme deliverables, interpreting these at a local level and communicating those requirements to the organization. They will work autonomously as the domain expert on Programme Management methodology.
This role will beto manage and control the delivery of identified Programmes and projects that support the delivery of the national Maternity and Neonatal Three-Year Delivery Plan, Maternity Transformation Programme and the local LMNS programme of work.


The post holder will be required to work with the clinical and operational leads at the maternity and neonatal provider organisations within the system to support implementation of objectives which are robust and contribute to the system delivering consistent high-quality maternity and neonatal care.


The post holder will support the LMNS Programme Director in the delivery and management of the identified Programmes in line with the LMNS governance framework, to agreed metrics of time, cost, and quality, ensuring all associated risks and issues have been identified and actioned.

oMasters degree or evidence of equivalent academic qualification in related discipline (e.g. Transformation or QI)
oProgramme Management Qualification such as MSP, or equivalent experience
oProven commitment to CPD, research and academic study

oComprehensive experience of project and programme principles, techniques, and tools such as Prince 2 and MSP
oThorough understanding of the background to and aims of current maternity policy
oBudgetary management and knowledge of financial processes
oExperience of working at a senior level in a large organization engaging effectively with stakeholders

oHigh level analytical skills and the ability to manipulate and assess qualitative and quantitative data from a number of sources and draw appropriate conclusions.
oAbility to adapt behaviour to changing circumstances, flexible approach to meet demands of the service
oProven organisational and planning skills, ability to prioritise
oAbility to participate in the multi-disciplinary team with team building ability
oDetailed knowledge of current maternity issues at a local and national level


oCan use IT and presentation skills for report writing and public speaking
oStrong interpersonal skills and ability to network across professional boundaries
oAbility to write legibly, concisely, and accurately in the English language
oAbility to produce, analyse and comment on complex reports and policies considering their impact within the Trust
oAble to request, analyse, present, and interpret data and apply to practice situations and develop this skill in others
oDevelop policy and procedures documents
oAble to use computer software to develop reports and documents e.g., Word, Excel, and Publisher etc.
oAbility to develop effective communication plans to support the objectives of the Maternity Transformation Programme to overcome barriers to understanding
oAble to lead discussions with multiple stakeholders, across the Local Maternity System, including but not exclusively, the provider Trust's, the CCG, Birmingham HealthCare Community NHS Trust, Public Health England and NHSE in relation to the projects identified, negotiating to achieve shared aims and objectives, and resolving conflict
oAble to convey complex data, analysis, and evaluation to multiple stakeholders, including outcomes data within the LMNS Dashboard and Clinical Audit data and conclusions
oAble to competently represent the LMNS at expert local, regional, and national settings, developing networks of contacts
oParticipating in public speaking and development of conference presentations on behalf of the LMNS at local and national level
oEvidence of continued professional development to work across professional and organisational boundaries
