Brief Description

Construction Manager, you will safely and seamlessly integrate externally funded projects into the railway environment, whilst minimising impacts on railway operations and operational infrastructure.

You'll leverage your knowledge and understanding of rail-related risks and constraints to facilitate solutions that meet customer expectations whilst meeting all stakeholder requirements. You'll guide the external customer's project team to support adherence to relevant Network Rail and rail industry standards and processes.

You will be responsible for ensuring the safe delivery of Projects across the Asset Protection & Optimisation (ASPRO) portfolio, primarily ensuring appointed contractors and Customers are aware of their duties under CDM 2015. As a Designated Competent Person, you will lead on all ASPRO Accident/Near Miss Investigations reporting findings directly to the Head of Asset Protection and sharing learnings across the business.

You will need excellent customer service and stakeholder management skills as you will be working collaboratively within our ASPRO and Asset Management teams, maintaining strong engagement with the Operational teams whilst overseeing delivery and acting as the first point of contact for all ASPRO construction Framework Contractors.

Safety and performance go hand in hand; with ASPRO at the forefront, it is important to balance and complement the needs of our customers and stakeholders to ensure that we can continue to deliver a world-class operational railway for our customers.

You will predominately work across our Kent and Sussex Route locations but may also support across the Wessex Route on occasion.

We offer hybrid working - with the requirement to be in the office two/three days a week.

About the role (External)

Key Accountabilities

• Monitor so that site activities comply with the relevant rules, regulations, Railway Group and Network Rail's company standards and all applicable procedures and legislation.

• Review in conjunction with the Protection Engineer, the contractor's method statements and site-specific risk assessments.

• Monitor by liaison with appropriate Network Rail personnel whether arrangements for access, possession, storage, worksites etc. have been made to facilitate the efficient completion of work.

• Monitor by a programme of regular pre-arranged inspections the quality of the contractor's work. Instruct contractors in accordance with powers delegated. Where remedial actions are required monitor so that non-conformance reports raised are closed out in an auditable manner. Direct changes as appropriate.

• Inspect completed works and survey for the readiness of portions of the work for inspection and for the recording of the outcome and the control of any remedial works required.

• Monitor, by close liaison with the contractor, whether "first off" examples of elements of the works are jointly inspected at an early opportunity. Agree the detailed workmanship standards for consistent application to the whole of the works.

• Monitor the contractor's management of site works by regular site meetings at which details of the locations of, nature of, and number of staff to be employed upon each element of the work shall be established for the period until the next meeting.

• Monitor progress of the works by regular site visits and inspections, comparing work in progress with contract documentation, and information given at site meetings and with the overall contract programme.

• Maintain a regular and frequent site presence at all worksites and to continually monitor, and correct where necessary, the standard and methods of work, being always vigilant for inadequacies. Maintain site diary as appropriate.

• Encourage an awareness of the importance of HSQE and good workmanship by regular communication with all contractors' site staff

• Monitor and assess the competence of contractors staff prior to and during all phases of work.

• Check whether the contractor complies with Network Rail policy in accident/incident reporting and investigation, and assist with conducting investigations.

• Ability to manage a principal contractor and their subcontractors.

• CSCS/CITB scheme/Nebosh certificate.

Desirable

• Safety management awareness/training.
